I know this. But, she can easilly get a silver bolts proc off by attacking, tumble attacking, Condemn. The 3 attack condition is so she can't do this anymore and either has to focus on getting more AS or more AD to up the flat damage on her silver bolts to compenstate for the lack of damage from not being able to use Condemn to get that last tic or stun and do even more.

Eve. Yes. But because she stuns from stealth. But I think stealth in general is broken in this game.
Vayne. She can be. If well farmed, leveled, fed, and played well she is a monster. But one can say that about most any carry.
Gp10. Meh. If you are going to nerf this I think you make this part worth more in the item by lowering the offending item's other stats.
Vlad. Maybe it is because I played him so long that I know well enough how to minimize his strengths. I have faced very few that were amazing. I am just glad the higher elo folks are finally catching on to the hextech revolvers. Though I must admit that Vlad does get boring after a while so that is why I don't play him as often.
Poppy. A disgusting hero in the right hands. But again you can say that about most. Her Q does hit like a beast though and she does have the huge advantage of being able to tank without have to buying tank gear.
Nidalee. Her auto attack range is too long.
Globals. The only thing I hate about globals is the ability to backdoor like stupid. You have to always try and know when someone's global ult is down.
But in general I don't put too much weight in things of this nature because it usually only deals with that person's weaknesses and rarely are truly objective. And it is just 1 man's opinion. But he does raise a few good points. And since he is a better player and knows more about the game than I his opinion does warrant more consideration than most.

Agreed. Higher manacost and lower AP ratio will really help when laning agaisnt her early and fighter her late. She basically has 2 lives, 3 for GA Nid players. And the attack speed is just the cherry on top of an over stuffed cone...
