While Xin's abilities deal higher overall damage, Wu Kong seems much more durable trading lifesteal for increased defense and it's possible that being able to last that much longer might actually mean he provides more utility to a team. But ya, Wukong's W doesn't provide really any utility to a fight, it seems like it's purely an escape mechanism.

At least gives you a chance to escape. Better than death, however its kinda easy to know when he uses it.

Using W to juke/evade xin's E.
It also depends on how each champ is built, but I agree on most part of this.
Wukongs ulti is going to be so fun to do.
*Hides in bush with garen, scream's DEMACIA, tower dives 3 people, gets a tripple kill*

Different champions... Different styles of play...

I have both and Im pretty sure they are at par with each other, since Xin's
Crescent Sweep has been nerfed alot and Wukong's ult is like
Judgment and a knock-up combined and the spin lasts longer.
BUT imo, Xin is pretty much a more better choice due to his W for superb pushing and 1v1 and E can hit more than 3 enemy units, unlike Wukong's E and his W is mainly for evading purposes.

Wu Kong's concept IMO is an off tanky Assassin. I chose to build him pure OT Trinity and Atmogs. I was durable but I could feel a lack in DPS. Q is super strong though. Melts towers and champs. Great ability. Decoy is alright but it needs a move speed buff for when he uses it. As well you drop stealth when AoEd...No fun. His ult's range does not seem to measure up to the graphic. He's strong but not OP, rather balanced r slightly UP imo. He's a lot of fun though :D.
@theBMB:
Decoy is not an escape mechanism. It's a juking skill that DEMANDS timing.
The stealth time deserves to scale more for late-game in bigger fights, that's all in my opinion.
@JEFFY40HANDS:
I didn't say they were different in roles. They just have different playstyles.
Also, WuKong is NOT an assassin. Nimbus Strike is just a good chaser-skill.
Xin Zhao is an assassin, who focuses on getting his knock-up proc'd to keep the target from running.
WuKong is a fighter, who initiates with Q and E, while confusing the enemy with W to allow him to deal more damage then returned.
Decoy doesn't need a movespeed boost.
It's not a chasing skill. You already have Nimbus Strike.
I've yet to notice stealth drop from AoE though.
Mostly because I don't use it when it's too late. I use it when an enemy heads towards me, or I know they will. Decoy is all about setting up for preemptive actions, not basic escapes or chases.

Q: Xin Zhao: Knocks the target enemy every 3 hits and gains bonus AD.
Wukong: Wukongs next attack deals extra damage and reduces the target armor.
Xin's Q wins there imo, although Wukong's Q could become situational sometimes.
W: Wukong for fun, Xin Zhao for win. Xin Zhao's W is one of the best skill in game imo.
E: Xin Zhao wins here no doubt. It does crazy damage early to mid game, hit more than 3 champions or minions and also slow them. While Wukong's is.... meh.
R: Wukong wins here i think. they did nerf xin zhao's ult a lot.
P.S. im not biased ^^
