Oriana's damage potential is better than her support potential, so I'd go AP carry.

She's one of the strongest one-combo-bursts ingame and has devastating poke damage, why would you want to waste this on a sidelane?
IF you are going sidelane(What you shouldn't do) with an AD Carry do not build AP Carry Orianna, since the Build is too expensive and you will always be behind everyone. Just stack Gold/10 Items in this case, although I wouldn't recommend it.

Orianna is currently a little ridiculous when it comes to being a AP caster.
Her lane-phase is ridiculous, because she can out-range or out-last heavy laners like
Gragas,
Mordekaiser, and even
Vladimir if played correctly.
Her magical spike damage potential is actually stronger then Annie's, but obviously much harder to land due to the lack of a serious stun.
Her haste/slow in
Command: Dissonance is also invaluable for team chases or escapes.

yea, what everyone else said. She is proven to be one of the best nukes in the game based on damage right behind Veigar, and she has AoE. She also brings tons of utility to the team, she is def. one of the BEST champs you can have on your team.
She is 100% AP caster, with support traits; for instance her W isn't just a haste/slow, it's a large aoe nuke with a haste/slow.
Her E isn't just a shield, it is a shield with high damage if it passes through enemies plus a fast projectile speed that allows you to set up your combo easier if the ball isn't on you already.
her ult isn't just a reposition, it is an AoE reposition with high burst damage to their whole team if you get them all in it.

The above are links to two different oriana builds. I know people could say, "play what your preference is" however that is not what I'm trying to determine. What is Oriana most effective doing? For example, Sona could be played as an AP carry, however she is much more effective leveling heal first and going full support. Should I be focusing more support or should I go kill everyone? I feel like with the support build I do so little damage. I'm not sure if there's something I'm doing improperly, but I definitely do little damage without ranking up Command Attack.
Any advice?
