I'd say that his range/mobility of lack thereof won't be an issue with proper positioning, like most things.
He'll take a while to master, between 2 weeks and 2 months, some high Elo player will learn his tricks and stream it, then turn flavor, like every other champ ever made.

The biggest thing players need to learn with him is his ranges. It's easy to pop W way too early and way too far out from the team. If you can imagine the distance behind mid turret and behind the first post on the river closer to the turret, that's his W + Q range. I believe that's just outside of player sight range.
Grabbing CDR boots on him is much better than MPen most of the time because of the bonus MPen from Locus of Power.
Also, seeing he's almost always miles away, Flash and Ghost makes more sense on him to function as escape tools. Teleport could also be an option, but he's really not THAT great of a farmer.

Hmm I've bene playing few matches with him 1 normal and 1 ranked. I won the both... His farming abilities is crazy high. I out farmed a semi good morgana... Also the Q harass is very easy to do even without W when you are playing againts Morgana, Just stay behind the minions and spam Q at her... I usually go

He seems pretty strong as an AP carry. His damage is decent, his E has incredible damage, while his Q is subpar-mediocre damage. He has a lot of potential as an anti-tank carry. He can reach a high amount of magic penetration through runes, Archaic Knowledge, Void Staff, Sorc Boots, and of course his W.
He does have some weaknesss, being stationary to reach his full potential is a problem. It seems he can be countered pretty hard by champions such as
Karthus,
Cassiopeia,
Akali,
Kassadin, and
LeBlanc. All these champions thrive on stationary champions or have blinks.
Kassadin,
Akali, and
LeBlanc all have 'blinks'. Kassadin seems like an especially strong conter in lane. His
Riftwalk can allow him to dodge Q, his
Null Sphere allows him to silence Xerath when he gets in range or uses W. And then of course his passive reduces Xerath's already mediocre Q damage.
Akali on the other hand has great burst combo's, and a long range dash which makes it very risky, probably impossible, for Xerath to use W.
LeBlanc is similar to
Kassadin in the sense that she can dash and silence. She also has high burst.
Cassiopeia and
Karthus would thrive from Xerath's stationary W. They already both have strong laning phases, but
Lay Waste and
Noxious Blast both would destroy Xerath. My guess would be that
Cassiopeia is a better counter than
Karthus, but both would be strong
As far as counters I would rank them
Kassadin >
Akali >
Cassiopeia >
LeBlanc >
Karthus
Karthus might be a better pick than Le Blanc just because in general he is a better AP carry, especially in late game

I agree strongly except maybe for karth. I feel like his range would really tear him apart before the "stationary" part even mattered.

Never build more than 15% CDR with an AP carry since blue buff belongs to the AP carry (well, if he has mana that is). You're wasting stats that way.
^I agree about the mana.
What do you think would be more worth it Searz, tear or Catalyst?
Way I see it:
Tear- Won't ever have mana trouble again. Late game gives a huge AP boost with AA upgrade. Slightly cheaper. But no health. (his W charges tear in case anyone wondered)
Catalyst - Useful passive for laning. More durable. Builds into a great caster item, but is less powerful.
Other than that I believe Rylais and Rabadon are his major core ap items.
Possible Good items: Banshee, RoA, AA, Zhonya, Void Staff
Boots: I think CDR boots are best. W + your mastery gives 40% penetration already and you have magic pen marks.

its only 4 seconds at max rank, can easily be cast twice in a teamfight, with max cdr its 2.4 seconds. considering he gets a speed boost for 2 seconds you can uncast w move closer then recast it.
