It's mentioned in a few places and how they're limited time and stuff, but I haven't been able to find them anywhere. So... what are they and what do they do? (Also, who is their father and what does he do?)

They are tier 2 runes and I believe they are only Quints.

Yep. They're basically tier 2.5 runes.

Slightly weaker than the tier 3 runes at a much lower price.

On the list:
1 HP quint (only 2 less AP for half the price!)
3 AP quints (haven't bought them yet)
3 MS quints (way more affordable)

And possibly dodge, though I might not bother. Dodge quints aren't that great.

save up for real MS Quints or buy these new ones because you save like 3000 IP for 3 runes that only have 1% less movement speed then originals. Besides i have other runes to buy too :/

as i said in the other thread the halloween ones are better. its only 1% ms for 3k more ip with the non fancy ones. get them.
