'Negate' certainly sounds like it will stop 100% of damage.

Yeah the actual average effect on damage output will be the same on both, minus 10% at base, I'm just saying that in a situation where an enemy gets lucky blocks several times in a row it will be more frustrating and harmful for an AP carry than for an AD. Frustration at random mechanics being something that Riot said they wanted to cut down on, not increase massively.
Ninja Tabi and PD would be overpowered as well. Essentially 10% or 20% damage reduction right there. You'd have to pay a lot more to get that in armour or MR.

You cant compare it like that.
Mine was just some rough example to explain the basic idea behind it.
For real math you must have ACTUAL numbers. (1 spell does not do twice the dmg of 1 AA and such...), also special effects like stun/slow/knocks etc cant be evaluated for that and we're still unsure IF Block actually neutralizes them.

2. "Luck factor" applies the same way on both. Yeah, right you are saying that playing AP is more of a gamble than AD. But if youre actually telling me THAT will reduce your dmg as a caster, youre just a plain old pessimist.
Neutral calculation: Average dmg after applying block chance is equal IF the average dmg without block is equal, too.
