No... Sivir's in the same space as Kayle from what I know.

Sivir is a good niche pick, but highly looked down upon because of her horrible lane capability.


AKA:

Everyone who thinks she's bad is too much of a wuss to learn her, too much of a sheep to learn about her for themselves, or has yet to learn her / about her.

People hadn't played Kayle for almost the entirety of season 1, and people who main'd her weren't recognized at all (because her early game really was that bad as a counter-balance)

Then people started solving her early game after catching wind of the rework, and she got broken faster then Innervating Locket. Sivir is very much in a similar position - She has powerful potential, but also playability issues (such as an early game that almost everyone prefers to be strong) that make most of the community shy away from her.

However, those issues aren't impossible to play with. Just depends on if anyone is willing to give her a whirl. Whether that be 'before' or 'after' Riot makes a big announcement that freaks everyone out about the "current" Sivir or not, doesn't really matter, I think.

Xerath will be getting a new passive over the next couple patches.

He's suppose to be able to stun more often - Because the lack of free armor will mean he's squishier in real fights.
So I'm guessing he might get a bigger range on his Mage Chains, AND possibly have his stun buffed to apply to the next AoE spell that triggers it OR the cooldown (and damage) will be reduced greatly for more stuns or multiple stun potential.

The new passive will probably revolve around distance from enemy champions.

Like "X % damage increase for targets hit 900+ distance away"

woot for sivir... not sure about dodge removal, but increased attack range will be great.
