Interesting choices of masteries. I'm assuming you take mana regen.

i do take mana regen, i've been experimenting with panth for a long time, and find his sustain to be abysmal without some mana regen. though the second tree i put my masteries in is utility now, with the reduced mana cost on W it might not be necessary anymore - 21/9/0 might be something to try.
the tanks are a bit of a pain yes, and i would probably take jarvan or volibear over him as solo top if their team is tanky. the utility stays, and premade with volibear/fizz/lee sin jungle as we've been playing he's great a securing the gank.
also, not much hp? i don't see many builds, like, ever with over 3000 hp, except for on a select few champions. but from what i understand about effective health, it doesn't make that much of a difference.
my pantheon build has 2699 health and 230 armor/170mres, so an average resistance of 200
Effective health= (Health x (100 + Resistance)) / 100 = (2 699 x (100 + 200)) / 100 = 8097 health with 259 AD
comparing that with say, a volibear build like i use with solo top, which has 4224 health and 122armor/133 mres, so an average resistance of (122+133)/2= 127,5
Effective health= (Health x (100 + Resistance)) / 100 = (4224 x (100 + 127,5)) / 100 = 9609 health with 216 AD
which probably means the volibear build is more efficient after all, however he does not need the amount of mana pantheon does, and pantheon scales much better with ad, so the ad might be worth more to him.
the only thing i can do in this build to get more health is probably replacing the bloodthirster with a warmog's, but to be honest, i'd rather have the bloodthirster.

I read a guide where someone crunched the numbers for maximizing EHP through armor and resists. At 3k HP it doesn't really help to have more than 150 Armor/MR against a balanced damage team, and at that point you want to buy HP to maximize effectiveness. I'd say maybe consider looking at switching out Frozen Mallet for a Warmog's, as that'll get you closer to the sweet spot for your armor/MR rating.
Pantheon Falls off so terribly late game that if he doesn't go Nuker AD carry he just doesn't bring anything to the fight besides a 1 second stun and meh damage, with a totally impractical ult in teamfights. I like the addition of the frozen heart, but your lack of an infinty edge disturbs me... However i like him as a jungler more. Sickalicious ganks and pretty fierce 1v1.

the most efficient build i've come up with so far is as follows:
Masteries are 0/21/9, summoner heal and flash as spells
i use AD/armor penetration marks and quintessences, mana regen and mana regen per level seals, and magic resist and magic resist per level glyphs
- i start with Regrowth Pendant & Mana Potion and Spear shot.
- then i get Boots & either Chain Vest or Sapphire Crystal
the chain vest i can only get if i have enough gold, but it's a blast to have over 90 armor that early in a game
- after that i get mercury's threads & Glacial Shroud. at this point i can really take a hit, even vs. 2 champions at the time.
- now i have some time to take a breather with pretty good sustain sustain, and i farm until i can buy B. F. Sword. after that you're pumping out great damage, and people really start fearing taking you on 1v1
-After this it's pretty straightforward if you even get there, i get Frozen Heart and Force of Nature both, the order based on their team comp. then i simply go Bloodthirster and Frozen Mallet + Atma's Impaler
the result i've had so far have been 5-2-7 victory 6-11-9 victory and similar scores.
