I would agree. Punishments should only be considered for what happens IN GAME like everybody else. I find it odd that Riot would spend so much time watching streams and stalking pro players to make sure they don't make them look bad. The pro players will bring the game more popularity by streaming even if they're being ****s, hey that's why some people like them.
I think it reflects poorly on Riot if they were banned for streaming behavior, though isn't is possible they went through the tribunal for something?

The whole thing about Saintvicious was that Riot had watched him intentionally troll a player and basically ruin the entire game for him. This wasn't just his actions on stream, but in-game as well. Hotshot and Reginald being banned I don't know anything about.

Well, they banned him for his behavior in game, they don't consider what he is saying on his stream, unless it's "hey im raising the ELO of this guy's account for money." or something like that.
It is my understanding, that he was banned for a violation of the summoner's code, and he was banned instantly only because riot employee's were directly witnessing his actions because of his stream.
Edit: HotshotGG and Reginald weren't banned to my knowledge.

Saintvicious torlled the jungler on his team, randomly picking a champ and steling xp and gold for 20 minutes because he didn't get the jungler.
Riot saw this and banned him.

Nope.
Guys from riot randomly watched his stream, it's only fair if he gets banned with 100% evidence of trolling and making his team lose the game.
You can't really expect Riot to supervise every single stream to ban people.
And Reginald and HSGG didnt get banned ingame, only in the Forums.
