If they don't have armor, your armor pen, unless you make them sit at 0, is just going to give you small increases over skills that scale with AD from marks.

There are many cases especially in the area of low damage output where AD marks scale better against higher armor, I don't believe that ArP can be considered truly better in every circumstance anymore. Armor pen reducing people to very low or even 0 armor does raise the most damage for armor pen
The problem is the 10% armor pen mastery you get. It often pushes the % reduction between ArP and AD so close that the 8.5 damage exceeds the 1-5% reduction of given starting damage.
If anything it would be safe to assume that at worst you'll only be doing about 2-4 less damage at anytime with an inferior setup for the circumstance early / mid game.

1. Most of the math in this thread is wrong (some number somewhere is wrong and that makes the rest of the equation wrong). Read my graph thread (stickied) for some graphs and info about how to make more specific ones. There's a comparison of all runes there, without masteries, but that won't make a big difference.

As said earlier, AD/level marks are good if you have a good scaling on your AD skills, but low base damage, and armor penetration is better if you have poor scaling, but high base damage.
Lets for example take Talon's Noxian Diplomacy:
- 150 base damage at level 5
- 0,3 scaling per bonus AD
- Does physical damage
Compared to Pantheon's Spear shot:
- 225 base damage at level 5
- 1,4 scaling per bonus AD
- Does physical damage
Okay, the latter one is better altogether, but you see my point. AD/level is definitely better on Pantheon than Talon (this is only for skill damage, basic attack is another story entirely).
Think about it, AD is great if your skills scale better with AD, and armor penetration is best with higher base damage, but lower scaling.

And then you look at flat AD marks and realize scaling is useless by the time they get big.
