She would really only needs like a change to like 3 seconds on tumble's final rank, the stealth is fine and counterable.
Her ult's damage probably only needs a minor nerf at max ranks.
If tumble was 3 sec and her ult did 5-10 less damage at top rank, she'd be much more manageable.

Make sure you are laning with a good support, and play SLIGHTLY aggressive. If you can get those three hits on the same champion, you've earned yourself a decent poke. Don't overextend though; only hit them when they're in range, and keep moving around trying to get back into range for a second and third hit.
At least, that's how I play her. And out of the past few Vayne games I've lost only 1 out of the 6 games.

Top priority is getting Silver Bolts maxed first! Combine this with AS/AD items and you will rock :)
And you have Tumble + Final Hour to get you out of sticky situations!
If you lane with Vayne, I recommend to get a support/tank as a laning partner. Supports can heal you and tanks can protect you from the enemies so you can fire those ranged bolts without getting much damage
