Cassiopeia, there is a reason why she has "OP" within her name. Strong thought-out all stages of the game.
Regarding the second question, Jax is trash but is looking for some changes within the next patch so we'll have to wait and see how that turns out (wouldn't get your hopes high though).
Katarina & Akali are alike in that they're both hyper-carries whom snowball well ( Akali more so in my opinion). Katarina doesn't do so well against heavy CC teams that interrupt her Death Lotus with ease and her laning phase against most common AP mids is atrocious. In the words of Scarra there is rarely any AP mid who doesn't do well against Katarina.
Akali can be played at either top or mid and is more hybird with her dual damage. She has a very strong early-mid game but falls off late-game unless done reasonably well beforehand. Gets countered by smart people buying Vision Ward or Oracles. Can dish out quite a bit of burst damage and the nature of Shadow Dance allows you to pick up kill by kill.
I'd say Akali is better out of the choices you've given. Keeping in mind that the other choices presented aren't exactly that strong.

Cassiopeia has like one counter that being LeBlanc. Xerath can do well against her besides that match-up comes down to the players more so. There are handful who can "draw" against her that being able to be of equal farm without any deaths: Morgana, Galio, Karthus etc.
There is a point where one just has too much damage without the expense of anything (bad laning phase, falls of late-game etc) while having the mobility ( Noxious Blast) and dispensable hard & snare CC ( Petrifying Gaze and Miasma) is when one crosses the line.

Now that I think about it, I think Ahri would be a great match-up against a Cassiopeia.
