for the record, i did a practice game to try hecarim, so hecarim vs hecarim mid
while he killed me twice in the beginning, he rushed trinity force while i trolled around with a few zeals. along with ghost and revive (plus revive mastery)
needless to say i ended up winning.

Oh yes, damage for move speed...SOOOO move speed quints/CDR or MR or AS blues/ArP or AD marks/Armor or Attack Speed seals.
Swiftness boots>Mobility. Persistent tier 3 move speed, versus a pair of boots that loose the tier 4 move speed when in combat....(Im sure you realize why boots of mobility isn't an option for him)
rush TF get warmogs, the rest of the build can be situational ofc FoN wouldnt be bad if they're double AP. So that how I'd go for tanky DPS.
For a bit more glass cannon,
Same runes, maybe flat HP seals over Armor or attack speed.
2 PDs/IE/Frozen Mallet/Swiftness boots/Additional DPS or defensive item.
Summoners: Ghost+Exhaust or Ghost+Ignite or Ghost+Flash MAYBE Tele+Revive overall this guy seems interesting.

yoummuu's ghostblade could work. 10% less ms compared by shurelias, but one sec longer + chance to lengthen it even more.
Otherwise, Fratmas, Phantom Dancer, Boots of Swiftness and Bloodthirster/Trinity.

having played hecarim on the pbe, i can honestly say that you can never have enough movespeed. with hecarim gaining 10-25% (in 2.5% leveling increments) of his bonus ms into ad. idr what i had at this point, but at one time i was gaining 50 damage because i was going fast. think that was including ghost.
In my opinion, Hecarim fits about halfway between tanky deeps and glass cannon, meaning more of a focus on damage. for specific builds, some recommended items would be:
Trinity Force: Not only does hecarim have a skill that has a base cd of 4 seconds (and hitting an enemy with it drops the cd to 3 seconds, and then again to 2 seconds) which means endless trinity procs. he also benefits from every stat it gives him. especially the move speed.
Phantom Dancer: pretty much self explanatory. gotta go fast. you can never have enough zeals/phantom dancers (especially because free ad.)
Mobility Boots/ Boots of Swiftness: again, going fast. merc treads also work, if you're a *****.
Infinity Edge: since you should at least have 1 phantom dancer (and the trinity force), getting powerful crits is always a plus.
Banshee's Veil: since you can't use your ultimate to initiate every fight, sometimes you'll have to use your e. banshee's veil helps to make sure you don't get stunned. its such a good item all around anyway.
Warmog's Armor/ Atma's Impaler: because why the **** not.
