I think it's because a majority of people who actually read guides may not have a lot of experience jungling. I know when I removed Wriggle's from my Twitch guide I fell 4% but I figured it's better to go down a hero.
Thing about wriggle's is that it's hardly ever a bad item. I will say though that sometimes farming and fast map objectives isn't your primary concern. It's also good vs AD heavy teams because it does have a little bit of armor.

Wriggle's is a good item aka bang for the buck. For its low value, it provides you faster jungle clear, baron, dragon, red/blue, lifesteal, armor, damage, and a free ward.

It is cheap, grants a ward every 3 minutes and gives some small beneficial stats for any AD champ. However it is always situational, you shouldn't always buy it. I recommend listing it in your situational items, but not on your cheat sheet.

As a last note, you can always build one and then if you get to late game sell it and item swap to a better late game item (if that was your issue at least being certain champs don't need it at late game).

Having the free lantern is such a large plus (Counter-jungling, guarding your jungle, warding dragon, warding baron, warding a teammates lane if they can't, etc etc.), that right there is almost reason enough for building one early on in game.
Another being the proc effect, it speeds up the jungle time substantially, and who doesn't like having free time to gank/counter-jungle/go b for item before jungle spawns again?
Last thing that comes to mind is, for the amount of gold your spending, the overall stats it gives you are quite decent, so there really isn't a negative side to building it?
As a last note, you can always build one and then if you get to late game sell it and item swap to a better late game item (if that was your issue at least being certain champs don't need it at late game).

Twitch is sort of the rare exception.

I don't think it's really necessary on Phoenix Udyr either, since he clears so fast already from R procs. I find just straight up getting Wit's End improves his ganks and clear times a lot more than Wriggle's does.

So why does everyone think it necessary to build items like this on a Bruiser or Tank jungle?? I can understand wriggles on champions like Master Yi, Shaco, Tryndamere...in other words, champions that are *not* tanks or offtanks...
But yet time and time again I see guides that tell you to build Wriggles on Udyr, Shen, Cho'Gath, Blitzcrank, Mundo, Hecarim, Malphite, Olaf, Skarner, Trundle, and Warwick. All of these champions have good enough, to amazing early game to late game jungle sustain. Why would you waste so much money on an item like Wriggles that is clearly unneeded. I think people are under the impression that all junglers neeed Wriggles and that Wriggles is a jungle only item. I mean, its not even that effective from mid to late game. So why waste it???
Give me your thoughts. I am pretty confused right now...
