Because if champs didn't have AP ratios, they wouldn't work in ARAB Boots + 5 deathcaps lol. I've actually played as Riven twice in a row one time, and then the next day someone else on the other team did the same. It was pretty hilarious.

no one uses these abilities for their damage, but rather their utility. I can't remember the last time someone said man I wish my arrow would do more damage instead of stun, or damn, I need more damage on this powerball

Rylais on Rammus is legit. Although if you ask me I believe powerball damage should scale off movement speed.
