If a mid does not scale too well with AP and/or you are not buying a
Void Staff you could opt for MPen Quints, yeah. Otherwise I'd stay away from them.

I've done the math on mag pen runes in general, and getting any penetration, whether it be physical or magical, will give you an increase in damage corresponding to the amount of pen you're getting.
I.E.
Greater Quintessence of Magic Penetration will give you a net increase of 1.89% overall. If your AP scaling will give you more than an increase of 1.89%, that's assuming all of your spells hit of course, then it's better to be taking the AP quints.
Most people take the AP quints, myself included, because they probably can't be arsed to do the math on which is better in any given situation.

It would probably be a good idea to compare the effectiveness of the quints against a typical mid laner running 21/0/9 with base MR of 30. Might want to run the comparison twice, one with and one without
