He has 46 base damage with 3.5 per level. That's beyond terrible. So are his other stats. Guys get real, he's gonna be like Vayne. His lategame is gonan be kickass, but that early? HERPDERP.
BTW: Note that the active of 
Youmuu's Ghostblade doesn't work with ranged attacks.
You should also add to the calculation that he can fire his Q through his gate and it deals + 40% dmg then. I think he can work as a ranged carry. His meele form would then just exist to keep the enemy away from him. And if he switches, his MS is increased aswell.
I also think 1 Phantom Dancer is still a must, there is no more cost efficient crit item for ad-carry's than this.

I don't understand people who say he has a terrible early game. I've gone like 25~ minutes on just Boots and 2 Doran's Blades, and winning the lane. He's pretty much built to be a lane bully, and has a pretty lackluster teamfight to compare.
Why would you build IE on him if you are going top? Why would you build IE on him period? Your E does no damage in Cannon form, and your Q doesn't apply on his effects. If you switch to Hammer form, you felt instantly from being too squishy.

I'm just guessing what will work here, also I'm curious, if this is so outrageous, what is standard on him?

not counting ie of course (if you had it for some reason) which gives another 390%, up to 1170% of his ad.
Of course, that's all before armor which will bring it down by about 30-50%
Honestly, he flows really well.
Also, the title of this thread is pretty much "The new champs is going to be OP when people figure out how to play him"
