#1 Movespeed quints on rumble are, without a doubt, the most efficient quints on rumble, for a MULTITUDE of reasons. Chasing, escaping, kiting, and more. Ap quints are extremely inefficient on rumble due to his poor scaling. Once you have rylais, you become and unstoppable chasing force. I main rumble as a top, and play him constantly at gold elo and beyond.
#2 I hate maxing shield. I used to skill rumble just like you, but I got a reality check from mero furuya, a 2300 elo player that mains rumble. Maxing shield KILLS your mid game damage. You also lose all the extra slow from higher ranks of e. You can take a second ranked of shield if you're having a tough lane, but you should do that at level 5 instead of 8, so you can still have max flamespitter at level 9.

Some things that you could consider:
- When you're stomping, you can put the second point on W, and all after on E for extra damage in lane and stronger ganks;
- There are some matchups you may have trouble if you don't start cloth of armor and 5 pots (unless they're really dumb). Also, your build should consider more items since it's not really that tanky; there'll be times when you need a tankier Rumble build or your team can be melted by huge cc combos. Per example, I frequently build early
- MS Quints are pretty good on top Rumble and the sacrificed AP isn't that terrible. It's good because it allows for great harass and escape (and everyone knows Rumble pushes like a betch). If you run these, AP/level quints will be great to make the best of your post level 6 phase;

I actually do like MS Quints mainly because the one who inspired me to write this guide is Zakkers from solomid.net. He has a guide on Rumble there and I've read a lot from it but I've also learned no to copy everything he does mainly because that's kinda boring. There are other viable ways to play Rumble and I think this one that I made is one of them. It might not be the strongest but I think it's viable. Some of the stuff I've written is kinda similar to Zakkers' guide but most of it isn't. For example the item build isn't exactly like his, neither are the runes or the masteries I think.

ps, i was thinking about what if we max rumbles electro harpoon before flamespitter?
It's not as reliable mainly because it's hard for people to dodge your Q but it can be quite easy for them to dodge your E. So if you max E and miss one of your hits then you're just wasting damage. Flamespitter is a way more reliable source of damage than Electro-Harppon.
