Not really, no. There is a place for passive laners as long as they perform some other role extremely well.
Shen works because his ult is such a powerful tool. Nasus, if played extremely well can be viable for his end game strength as well as his total ability to shut down their ADC with his AS debuff.

Joking aside, I read the article, it sounds like they're nerfing first blood and defensive runes/masteries/anything that gives you an early advantage. Fine by me,
Jax is known for his wicked late game. But the nerfs will be coming, I can feels it.

That was a good read thanks for posting it :) just going to think aloud for a second here, but as they state, currently the biggest issue with dying top is not only the gold you give to your opponent, but the time you spend away from lane early on is crippling in terms of CS and exp lost
Now this is just an idea but.. what if they tweaked
Revive? It's currently very rarely used but what if we made the following tweak
Revive now gives you the option to spawn at the nearest allied turret to your point of death after X amount of seconds (I'm thinking like 10-15? so that dives don't backfire often) with X amount of health (maybe perhaps 35%?)
If you wanted you could spawn at the base still though so to stop people killing you, and just killing you again, it'd be a real skill of when to use it, however early game it's incredibly unlikely someone could not only kill you, but then have enough to dive your turrent on 35% health
Now what this could potentially solve is dying top whilst not good, wouldn't be GG, you would come back with a bit of health and be able to recover somewhat
Once again just thinking aloud and there'd obviously have to be alot of thought into it, aka, it'd need a massive CD or everyone would take it, only 1 person could spawn at any one tower at any time to prevent 5 people suddenly popping back and raping you, an obvious animation so your opponents could tell you're coming back, perhaps only 1 revive per team so death still has a serious drawback?
A decent idea or should I get back to my meds? ^^

Honestly none of those changes would stop the snowballyness of top lane. Stronger minions, K that just means champions with skill trades who don't need autos will come out on top. Touching the champions, defensive items, runes, and masteries to an excess needed for change would make junglers lives miserable. The reason top lane is a snowball lane is that it is 1v1 for the most part so matchup/ganking has a lot larger of an impact. The only way riot could really change it is by changing the champion choice that can go top lane, which I cannot really see them doing.
