Let us look what the max is in 15 minutes ;D
Let's say, minions spawn from the first minute.
A new wave will appear every 30 seconds with having 6 minions each.
A super minion appears every 1,5 minute.
The amount of normal minions is:
15minutes * 2 (because 60seconds / 30seconds = 2) = 30 waves
30 * 6 minions = 180 minions caster and melee minions.
The superminion takes a bit longer to reach and in 15 minutes, will only spawn 10 times.
So in total you have 180 + 10 = 190 minions in 15 minutes.
Of course, this applies for minions spawning from the first second.
So now we must also count the first 1,5 minute of no minions spawning.
That is 6minions * 3waves + 1superminion = 19minions missing
190-19 = 171 minions in the first 15 minutes
Ask yourself:
Am I content with 60% or with 90%?
Having 150 minions is pretty close to 90% making you a real pro indeed. You must be pretty much in your lane all the time.
120 minions = 70% which is very good
100 minions = 58% which is okay.
So the editor above me is right, 100 minions should be expected, but to have 150, you must be really good.

I'd recommend trying to stay above 8 CS per minute (obviously the first few minutes will be lower since minions don't spawn until a couple minutes into the game).
10 CS per minute is close to the maximum you can get off of one lane. Any more than that and you'd have to clear jungle camps and/or clear waves of other lanes.

I beg the differ:
Gold wins the game.
Whether you get it from champions, minions, towers etc etc.
Doesn't matter, as long you get the gold.
However, you can get more gold from CS than from champions.
If you have at the end 15 kills and you are lucky and they were all worth 300g
You get a total of 4500g
If you get 200 CS with each minion worth 25g, you get 5000g.
So what is best?
Combining them of course :P
From only getting kills you will only bother your allies (since they only get assists or not even that) and the enemy is less worth each death.
So, just gank every once in a while, not fulltime :P

As long as we're nitpicking semantics, I believe destroying the enemy nexus or otherwise forcing the enemy team to surrender is actually what wins the game. ;)

You generally want to make sure you're CSing well regardless. If you're spending time roaming for kills and the like, you'll obviously lose a bit of CS. I'd recommend turning your attention back to CS if you've killed one champion 3 or more times in a row. The more you kill the same person, the less gold they're worth until they get a kill of their own. Eventually they'll be worth less than the minion wave you left to get the kill.
However if you can kill different people who haven't died (or better yet, are on a killing spree themselves), they'll still be worth a lot of gold. You might want to sacrifice a bit of CS for those.
The bottom line is that truly skilled players don't make much of a sacrifice for kills. I was watching Nyjacky play
