Im still not really understanding this division thing -.- How do you know your the top of your division?
It's essentially a ranking system that goes along with Elo.
Elo is the system still being used for match making purposes, it's just hidden from our view now.
Now they have instated a new system which is visible to the public eye, the League system.
The League system is composed of the various Leagues, and the various Leagues then have divisions inside them.
Inside each division there are groups of players.
Matchmaking does not have anything to do with these divisions. You will not be paired exclusively with the players in these divisions.
Essentially, it's irrelevant where you place in your division. The only thing that matters to you is that you win your promotional matches when they come.
Also, something to note, your hidden Elo does in fact weigh in on the amount of points gained in your division. If your elo is high but you're in the bronze tier division, (Or say if you duo with somebody who is much much higher elo than you and win) then you will gain substantial League points for the victory.
If the elo of the enemy team is much lower than your team's elo, and your division is higher than the division of your opponents, then you will likely get very few LEeague points.
So to be clear, divisions and Elo are two seperate systems running side by side, and divisions don't have any effect on your Elo, but your Elo does have an effect on how quickly you can climb through divisions.
Correct me if I'm wrong, that's how I understand it :]

To make people happy and improve the quality of life for League players. Now you don't see your Elo drop immediately after each game. Over time, yes, losing a lot of games will slow your climb through divisions as well, but it's not immediate.
Riot also wanted to instate a system with achievable goals to help encourage people to work their way up step by step instead of feeling overwhelmed by looking at a giant ladder with thousands of points over their heads.
I think it was a good plan that could go a long way in terms of improving the community :]

It's still potatoes, it's just in another form.
