Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

Hecarim has been nerfed a billion times, doesn't matter hes still one of the only junglers that can carry a game by himself.
Vi on the other hand used to be tier 1, now shes been demoted to tier 3. The nerf on her W coupled with the elder lizard nerf killed her. The whole reason Vi was OP wasn't because of her ganks which are very mediocre pre-6. She was OP because of her clear speed. It was the fastest in the game at one point. She could get a smiteless leash and then go take an opponents buff before they finished wolves/wraiths. Her ganks without ult are VERY mediocre. Shes tier 3 now.
