Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

A flat amount of MR or MR reduction will increase your damage by a %. Let's say Fiddlesticks's passive increases your damage by 5% exactly (to make it simple). Let's look at how much damage that passive will give you.
Early game, you do 100 DPS. 5% of 100 = 5 extra DPS

Late game, you do 1000 DPS. 5% of 1000 = 50 extra DPS.
See? It scales into late game by itself so there is absolutely no reason to make these passives grant MR/level or MR reduction/level

Soraka's passive is actually quite strong. It's not what's holding her back from being a top support pick. It's more of the current meta which favors a lot of early action and pushing over sustaining, as well as 1v2 lanes in professional play. She also sucks against hard engages (Leona, Taric, jungler ganks etc.) because she has barely any CC.

^so it's not just me then? though I tend to focus on Starcall and Astral Blessing over Infuse as you only need one point to silence targets...whereas a huge heal in the middle of a trade can turn it around

You know, AP Soraka can be a good counterpick to meele ad champs, as her heal gives armor, her starcall does imense dmg if stacked up and then infuse does also great damage. But you would need a ton of mana regen, I would say tear is a must.

I main MF as my ADC in ranked, and when I occasionally get a Soraka, we just outsustain the enemy lane and poke all day, eventually either getting kills on them or forcing them back and outfarming them
