Sure they could. They can give their jungler smiteless red and still make it to lane on time, and it's unlikely that taking wraiths would take 15 seconds longer than that. A lot of supports could make clearing the small wraiths trivial, as well, which would shrink the time considerably.

Yes, that's why pro teams often swap their lanes when they're on purple side. Good luck getting people to do it properly in solo queue though. Even if people would be able to do it properly in solo queue, 1v2 lanes are incredibly boring to play for both sides so I can't see it catching on.
Also, I'm pretty sure you could indeed take wraiths and be in lane before minions died with most bot lanes on blue side.

It's not as simple as that. Lane swaps significantly affect the course of early and mid game for both teams. It really depends a lot on team comp and each team's priorities. Swapping purple team's duo lane to top sacrifices early dragon pressure. It's still an advantage for blue side.
It might help if golems (at least at level one) did a bit more damage or gave less xp or something. I usually only see the support use one pot for the whole camp, if even that. The adc doesn't even lose health because he probably has doran's blade, lifesteal quints and he gets the health and mana return from killing the big golem.

What would already ruin many peoples attempts though, would be to just have them set back immediately once they leave their area. Then you cant kite them (which you dont do anyway as a jungler) and lose a lot more hp cause you ahve to take them face on instead of swiching between heros and making the golems walk around

Do you actually jungle? Golems do a ton of damage. Many junglers skip golems early on nowadays because it costs more money in health potions to kill it than what you get out of the camp. Plus it takes forever to clear solo and takes away from precious roam time. Time is precious, if you spend your double buff duration poorly you are not jungling right.

There is already no real reason to get them unless you are bot lane.
Changing the time on which they spawn would be perfect, the jungler usually doesn't even kill them until late in there clear anyways.
