That's essentially saying "I counter singed by letting him free farm whilst i do the same"... are you seriously suggesting that's right?
by all means, good wave clear can negate the downside of it somewhat (Creeps being fed into the turret, losing CS),
but it doesn't stop singed from achieving his goals - safely farming away.
And being a total ***.

the beauty of it is it forces the enemy laner to level for wave clearing to avoid losing CS. IE; forcing Nasus to use his E over Q, Forcing Cho'Gath to use his E to farm for free instead of burning mana spamming W. etc etc.
Any champion that doesn't have a good waveclearing ability is ****ed, and the ones that do are FORCED to level that first.

Because Riot didn't like how games didnt seem to have the ability to shift away from snowballing back in the day (when bounties were also around the 1k mark).
So they made it so that repeatedly dying wouldn't snowball a champion as hard. Same with XP - less for killing those of a lower level.
Why less than a minion though?

A strategy that could only work in low elo games: Bronze and Silver.
Warding and/or counter warding is the only thing that could stop Singed from doing this.

It works in plat and diamond.
Someone somewhere will give you the link to when Dyrus had to face this vs druiddroid's singed.
It is much *much* more effective than you think.
