Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

My thoughts:
Draven - What the hell. I understand he was killing people from practically half health from just one Spinning Axe auto and all and I can understand toning it down, but seriously? This new passive doesn't even make any sense, AD carries by design get much more income from farming minions than getting kills until late into the game, I don't understand wtf their intent was behind this new PoS. I mean they could've gutted the base damage but given it a scaling to shift his scaling into late game, but now... he'll have only a slightly above average early game and still keep his awful late game.
LeBlanc - Again, making me scratch my head. Ok... so they want you to actually trigger the mark instead of just using it to harass, but then decide to make it less rewarding to trigger? WTF? Same with the chains, they punish you for not levelling it by increasing the cooldown but now there's no actual incentive to level it at all because it doesn't scale with rank? No one levelled chains on LB until last anyway, so like... they increased the cooldown by 4 to give you a slightly better CC early game and gimp her late game even more? What?
Shyvana - ...Ok. So they give Shyvana some more aoe AFTER they nerf AoE clearing by changing the jungle camp HP spread. And the Wriggle's change in 3.8 didn't help Shyv either. Nice Riot, nice. At least they buffed everything else, but this was just AWKWARD. Btw, anyone got any idea what 'Cinders' actually does? (I'm guessing it's her old passive effect for E)
And yay, random health scaling, of course (sure it's a buff, but it's a stupid one IMO).
Tear of the Goddess - GOOD. Now for Muramana.
Brand, Maw of Malmortius, Oracle's Elixir, Vision Ward - Ok changes I guess. I don't feel they'll change the places of these items/champs much, other than the maybe the Oracle's since squishy supports can now get them without fear of getting *******d in teamfights because "OMGPINKEYEOVERHEADMUSTKILL".
Overall, I'd really like to know what Riot's been smoking recently. Because I seriously want some.

Oracles buffed back to what it was supposed to be, Draven passive changed, and Brand got the long awaited "Prioritizes Enemy Champions" buff.
