he's still gonna three shot you. This just makes his harass less of an absolute death sentence.
I'd also like to point out to the other people in the thread that contrary to popular belief,
Draven actually has a great late game if you're good with him. This change does, in reality, nothing to him except tone down his ludicrous early game. They didn't do anything to the only ability that matters, Spinning Axe. Stop QQ'ing and saying Draven's not gonna be strong any more.

I disagree with you guys about Draven, his passive makes up much of his early game and is more than half of why Spinning Axe is good. What's the point of picking Draven if they gimp his early game? His late game is mediocore at best, I think he'll be a bad pick if this change goes through. It definitely needed a nerf early game but they're removing it entirely without giving him any form of compensation late game.

According the the PBE:
- Shyvana gains 5 + (1 × level) bonus armor and magic resistance. These bonuses are increased while Shyvana is in Dragon Form.
- Her old passive's components have been moved to their respective skills.
So AFAIK very little about Shyv has actually changed other than her new E, she was just buffed slightly in some aspects.
