Non-meta setups can be very effective. But it depends on the players.

Tbh, I think the problem here is that people don't see him. It's so funny popping out of stealth and dropping someone 100% to 50% before they can react. It's even better when they do it repeatedly.
Back when I was playing a lot of Magic: The Gathering tournaments, there was someting we called "rogue strategies" (ie: roaming bruiser Taric). None of these were "meta-breaking", ever. For sure they would sometimes get away with it, and you would see a rogue deck reaching top 8 every once in a while...
I feel quite a few people should revise their definition of "meta" and "meta-break" since rogue strategies (roamingbruisertaric) are actually crafted EXACTLY arround what you expect from a given meta, and capitalize on surprise. Since people will ajust really quick (the meta got in place for a reason), you wont be able to pull them moves for a long time, hence there is no meta breaking here.
On-Topic, really: I enjoy this idea overall, I believe all the game content sort of pushes the current meta anyway (mostly due to how hard ADC scale, IMO). This would just make things much easier in general.

It's still uncommon and not viable. Just because somebody won once does not make it a consistent strong pick. Now that the element of surprise is lost teams will know how to contend with her.

If by meta, you actually mean uncommon picks, there's nothing stopping you from playing karma jungle in this system.

i dont really see how this can work for draft mode unless its just sort of an extended queue time where you find a premade team and decide things there before you go to picks and bans, where youll just have to trust that the people you decided to go into the game with are going to pick a viable champion instead of darius after telling everyone "its ok ill go support"
