Alright, now that we're (somewhat) on the same page, people actually HAVE tried Runaans-centric, non-crit builds, myself included.
Some have theorycrafted:
"tank killing" build
BoRK + Runaans + LW
The problem with that was that it had very very little sustained damage, even against high HP targets, and ESPECIALLY against high hp targets with high armor.
"life steal" build
BT + BoRK + Runaans + LW
The idea was you use the on-hit effect of Runaans to stay alive incredibly long in fights. The problem here, though, was that like any carry you'd be obliterated if you were even tapped with CC.
"On-hit" build
This isn't even an ADC build anymore o_o
In all 3 situations the standard ADC build was proven to be superior because the crit scaling + attack speed + flat AD had more synergy with each other than Runaans will have with any other combination of items.





Yes I know hurricane is cheaper than all of them, however an AD carry wants to itemize for late-game and therefore you buy the items which scale best. Second, an AD carry is about high sustained single-target dps and not about hitting as many targets as possible.
On top of all this, Runaan's doesn't provide any movement speed which is also a huge drawback.

I mean, I ran straight into 5 enemies (clearly visible on the map) at one point because I had no idea that they were there. Not exactly a stellar performance on my part...

True but ultimately irrelevant, that is not why it would be used.
375 is not as short as most people seem to believe. It's ~70% of the range of a normal ranged carry. It is very common for people to stand at such a distance from each other in teamfights.
