She has no escape, and her kiting only works when she's dueling.
Focus is pretty weak, only giving (small) extra damage for initiations and nothing else. You have to build her correctly to get any real use out of it. (Compared to Headshot, which is rewarded for not stopping the attacks.)
Hawkshot seems like it would see more efficient use in higher ranks, but its CD and relatively low range makes it only useful for revealing brush when kiting.
3/4 of her skills apply CC, but she gives up some damage for this.
Her ulti is global, but really hard to time and use effectively, whereas using something like Super Mega Death Rocket! gives insane damage, even Chain of Corruption is better because its effectiveness is not affected by your distance from the battle, and can immobilize more than one target.
Her role is too spread out between support and ADC to deal any real damage as a carry, so basically she just doesn't fit the meta. Most everyone would choose another champion, I'm afraid.

Ashe just needs a rework. It's as simple as that.
ATM, she's FotM since she got a new skin and all thepro popular players are furiously masturbating over it. It even tricked a few of my friends into thinking Ashe was good because of her new skin.

Ashe is in a weird spot where she's probably the best at what she does, except no one needs it. She's got insane utility for a class that's meant to deal damage, but that comes at the cost of being lacking at what an ADC (screw calling them marksmen) is meant to do.
I don't think the fact that she can't really self peel helps either. If you pick Ashe for utility, you need damage elsewhere, like from top and mid lane or even the jungle. But if your team's going damage, where's the peel going to come from? Her kit isn't a bad one, but it's really difficult to make use of it while covering her weaknesses at the same time.
Oh yeah not to mention 90% of her gamechanging power comes from an ultimate which is bloody impossible to optimize.

I like Ashe, Her hawk shot is fantastic for assisting your Jungler when they start going deep for enemy buffs, her damage output is lack luster, but if you pair her with a support/carry like Lux you can lock down the lane and do some good damage, if you don't outright kill them both. I'm not Level 30 yet, so my opinions could change at higher ELOs and when players have more skill, but for where I am at, she's a decent ADC with the right lane help.

The entire purpose of playing Ashe is for the ultimate. The rest of her kit is pretty mediocre compared to other picks, other than a pretty respectable autoattack range.
The permaslow is EXTREMELY annoying lategame when each Ashe auto crits for 500 through three armor items. If your comp can't instagib her and she's even remotely on track with her offensive items, you're effectively screwed. That being said, I still wouldn't play her in the current meta. Varus is far more reliable for me, if only because he has much better laning.
As for the Graves/ Taric combo, you don't get a bajillion armor anymore but it still works nicely if the enemy team didn't pick a super-tanky/long-range botlane. A lot of people forget that Graves Q does ludicrous amounts of damage up close and underestimate the effectiveness of his passive.
