I've been maxing W mostly because it increases the health you regain from Q and lets your adc recover from trades without you dropping health extremely quickly. Alternatively, I've maxed E when I played with jinx and ashe cause they make the snare (and with it, the second portion of damage) easier to land.
Sure, Q max is good when significantly ahead but it is by no way a "safe" option and kinda forces soraka in to a poke oriented role which can really screw you over if you get in to a straight on fight vs any high damage support or someone who can CC you and keep you from being able to heal at all.

It goes without saying that if you can't hit Starcall consistently there's obviously no point in maxing it first.
Starcall vs. Equinox really comes down to a few points:
Starcall trades CC for longer range, nearly a third of the cooldown, and overall stronger damage potential (due to the previous point and the fact that it deals extra damage in the center), assuming you're capable of hitting it consistently. The increased slow is pretty good for being on a 5 second CD. :P
Equinox has a rather long CD and it can be easily walked out of before it snares without chaining Starcall or other skills with it, which makes it much less reliable. Yes, Equinox deals damage twice, but this requires you to lock someone down long enough for them to get snared, which is something you can't rely on as a consistent source of damage (very similar to the second burst on a Mantra'd Inner Flame, though Karma at least has a separate snare that can be used to lock someone down). The reason to max it first would obviously be the longer snare duration, but the snare is inconsistent when compared to things like Aqua Prison, not to mention on a longer cooldown, and the silence functions equally well at all ranks.

Viktor can be a extremely terrifying snowball. The Hex core upgrades mean that a gold advantage can lead to power spike and lead to a his Chaos Storm melting everyone and his Siphon Power being ridiculous in duels.

Though I could see the self-heal scaling on W being a good reason to max it first. I'm not really sure why they put the self-heal on W to begin with honestly, it feels like it should be on Q.
