Rather high risk low reward since Sivir also can push really hard and gain through that an easy lane advantage and had more damage lategame. Also, giving Maokai the speed boost is probably the better initiation than an Arrow that hits a tank.
Now it is rather like Ashe has way more sustained damage than Sivir, but Sivir has more poke. So you can pick depending on the situation you need. Still tho, the initiation of Ashe is rather easily blocked by tanks.

My initial impression of Ashe is that the changes were really good for her. Her passive scales very well with crit (about 190% damage with IE + PD iirc) and new Q has insanely high amounts of damage that I think puts her on par with hypercarries like Kog and Jinx. The only downside to the changes is you can't rely on an early burst of damage anymore like other ADs because you don't have normal crit and you need 5 Focus stacks to use Q, which generally requires you to wait several seconds or stack it pre-emptively on minions - which is also hard because it times out very quickly.

Which pretty much makes the delay to stack in fights not a problem.
Also, with the changes to her
Hawkshot makes her great at keeping tabs on the enemy jungler or map obectives. Her
Frost Shot makes her able to get away with less crit items and get double lifesteal/more defensive items. I'm not sure about this but I think that each hit of the flurry of
Ranger's Focus will apply the passive of
Blade of the Ruined King

Ya I know, but that only helps if there's a minion wave or it's a teamfight so you have targets for Volley. If you're catching someone out or it's a 1v1/2v2 you still have to wait for a couple of autos.
It's mostly just that if you're planning on 1v1ing the enemy ADC (or anyone really) you better hope they're not heavy on burst damage and/or praying to RNGesus because they might just crit you on their first autos, unload all their abilities and murder you and you can't do the same back to them until you've ramped up.

Frenzy
procs on basically every autoattack for Ashe. Not only does she have her new Q steroid, but she gets to lane with that mastery on almost permanently. 15% Attack speed in laning phase is no joke.

TBH i thought ashe was pretty good in tank meta because she had good siege and pretty reliable engage. Her kiting and damage were subpar but she didn't really need that too much in the meta if you build comps properly. I have not seen her enough since but she seems pretty good from initial impressions.
