Buddha that's just what Tarics ultimate does now, minus the toggle.
I'm not even sure if it's minus the toggle either but I cant be bothered checking how much mana you'd need for it to outlast the old one.

Perhaps you misinterpreted what I said. I wrote a paragraph on counterplay and times to engage.

~A lesson in champion design~
In every champion that is designed, there needs to be a way to play against them. Whether it is knowing the enemy's cooldown and using that as the opportunity to strike, or simply just dodging skillshots, there needs to be a way to skilfully outmaneuver your opponent. The ultimate just completely throws all that out the window. First of all, it's a toggle ability. He can keep it for as long as he wants to as long as he has mana to use it. This means there is no clear opportunity to fight because he can use the buff on demand whenever he wants to. There's no way to deal with it. The other issue is the damage portion. The only way to deal with the damage portion is to not be near him. Running from someone is not counterplay. It's a sign that you have a badly designed champion.
And the argument that 'that's what the ability currently does' is a bad one at that, because the whole point of the rework is to fix what isn't functional.
EDIT: Sorry for how blunt it came out, I was in a rush.
What I mean is that

And like lugignaf helped reiterate, he made a broken (dysfunctional) ability even more broken by giving it no downtime.

Imma 'bout to end this man's whole career My rather unimpressive and slowly growing anime list! Currently watching:

Basically, "There's no good time to engage on Taric's team because the ult buff has a possible 0 downtime unless he's out of mana."
It's a broken kit with broken numbers, and no amount of number changing will fix it.

Just you're a mod doesn't mean you have to undersell it. It's friggin' ******ed.

You dont even understand the difference between Taric and Braum...
Yea, Braum is a defender/martyr type champion. Taric is an aura bot. He is more akin to

Despite I agree with what Luigi and Jimmy have said about "Normal Skills vs Ultimate Skills", Riot seems to like that idea and there are examples of it, the ones that come to mind right now are
Yasuo
Wind Wall and
Braum
Unbreakable.
Those are normal abilities that make ultimate abilities trivial, much more in the case of
Yasuo since
Braum will take damage and CC from them.

The new heal doesn't matter if your ally gets hit by a CC, you just remove it. There's no prediction needed. You just see a CC happen and get rid of it. It's very hard to bait it out since if they use a "not important" CC, like a random
