DO NOT trade after lvl 2 you will likely lose every trade after. The shielding and damage reduction from W along with the shielding from his E will make him take low damage. He can stick to you very well with his Q and W as it has cc along with his E dash. They also have moderate consistent damage post 6.
Darius
Look to trade at lvl 2, stay next to him to dodge his Q damage. Avoid trading after lvl 2 and farm until 6. He can stick to you with E and has high upfront damage early. Post 6 you can look to kill with ignite if he's chunked a bit and your not behind. Otherwise wait for a jungle gank.
Sett
DO NOT fight early 1v1 you are very unlikely to win, Wait for jungle assistance. If you all in him try and save your ult until he uses his, you can use your ult to move behind or beside him to dodge his W after he ults you.
Kled
Don't get hooked by his Q, you can look to trade when his W is down. if possible try to hold your ult until you dismount him, as it should guarantee the kill.
Camille
Watch out for her E, DO NOT fight her until you get jungle assistance or you are ahead enough to kill her. She has very high upfront damage and can easily beat you in trades early with her passive and she can lock you down with her ult post 6.
Poppy
Wait for her to use shield then walk up to melee range to trade, DO NOT dash to her with Q unless her W is down. She will knock you up with W and cancel your Q damage and the passive stack resulting in a losing trade.
Renekton
Only trade when his furry is low, be careful of all in from him if your low and they have flash-ignite up.
Rumble
Avoid his poke from E, If he uses his Q on the wave you can look for a trade as that's most of his damage early.
Urgot
DO NOT TRADE with him, wait for a jungle gank. Farm and avoid his Q poke. You can use the bushes to help.
Aatrox
Avoid trading after lvl2 until you can all in, he can stick to you easily with his W and run you down early.
Irelia
Try to trade when she has no minions to get her passive stacks on, try to bait her W by canceling your auto after Q. DO NOT fight her with all 4 of her are stacks on as that will give her very high early consistent damage.
Cho'Gath
Avoid trading early unless their E is down or they will out sustain and win the trade. Careful going all in on them, they can burst you with a full combo before you can fight back and possibly kill you with ult.
Ambessa
Try to trade at lvl 2, afterwards it will become very difficult to land your W. At lvl 3 she has 3 dashes to dodge your W and avoid your stacks for passive, try and shove her in and look for roams after lvl 3.
Shen
Only trade if he jumps on you, wait for his W to end then combo him. DO NOT auto attack fight him after unless you can kill.
Sion
Avoid trading unless he uses Q, DO NOT get hit by his ult or he will full combo you before you can fight back.
Garen
DO NOT trade with Garen, he will press W and take minimal damage then heal up with his passive. Shove him under tower and look for roams or fights in the Jungle/river. Careful fighting him post 6 when his ult is up, He can one shot you with a full combo.
Fiora
When looking to trade, try to cancel your auto after your Q to bait out her W so you can proc your passive or you will lose the trade. be sure to get her to use W before trying to all in.
Ornn
Look to trade if he uses his spells on the wave, his base damage for trades is really high.
Riven
Only trade if she jumps on you, so you can get your full melee damage combo on her then back off.
Tryndamere
Trade if he dashes toward you, combo and walk away. DO NOT auto attack fight him after unless you can kill. If you fight him 1v1 try to get him to ult before your ult so you can wait out a portion of his ult timer and auto damage in your ult.
Gangplank
Play in the bushes to avoid his Q poke, use the bushes to poke with W. You can get refillable pot when you base to help with sustain.
Jax
Avoid trading unless his E is down, if you try and all in post 6. Try to use your ult to dodge his E.
Mordekaiser
Wait for him to use Q on the wave or dodge it then look to trade, DO NOT fight him after 6 unless your sure to kill him. His ult makes him very hard to fight 1v1 and can cut off your escapes.
Pantheon
Avoid his Q poke. Try to bait his E by canceling your auto after Q, or wait until it's down so he doesn't negate your passive damage.
Gnar
Avoid his Q poke and shove him under tower, watch the bar under his health. Only try and all in if you can catch him in mini Gnar, he will likely be too tanky to kill in mega Gnar and he could combo cc and kill you.
Jayce
Avoid his Q poke, trade whenever possible but DO NOT lose more than 1 all in or it will be very hard to fight him afterwards.
Illaoi
DO NOT get hit by her E, look to trade if she misses. If you all in after 6 use your ult move speed to dodge her tentacles when she ults then combo her afterwards. Avoid trying to all in unless you have ignite up to negate her healing or she may out sustain your damage and kill you.
Quinn
Avoid trading and shove her under tower, wait to all in her after 6 as she has little way to stop you from jumping on her in ult.
Ryze
Try and trade after he uses abilities on the wave so he can't run away as easily with phase run after trading, look to all in after 6 as he can't do much to stop your engage.
Yorick
Dodge his E then go in for a trade, most of his damage comes from E early.
Akali
Look for trades early but try not to fight in her W shroud. Avoid fighting her if she starts building armor items, her base damage is high and she will begin to out trade you.
Teemo
Watch trading early when his Q is up, he can blind you and negate your passive damage. Look to all in him after 6 but make sure you can burst him or he may be able to kill you before his Q blind ends if he is ahead enough.
Heimerdinger
Don't jump on him unless his E is down, if you don't kill him and he hits you with E he could potentially burst and kill you after your combo. Farm and wait for a jungle gank, he will almost certainly die has long your Jungler has some cc and damage and he doesn't hit you both with E.
Volibear
DO NOT trade in his E, wait for the shield to drop then combo him. Wait until you get jungle assistance to all in post 6, Volibear has lots of healing in his kit and usually builds tank items. It is hard to kill him 1v1 even if your ahead with ignite.
Olaf
DO NOT get hit by his Q, only trade if he misses Q. If his Q hits you, throw W and run away, he can run you down early with his Q and auto's.
Gwen
Try to bait her W after lvl 2 before committing to a full trade, she can use W to dodge your W passive stacks. As long as your not behind you should be able to win all ins post 6. ideally you want ignite up during you all ins as she heals a fair amount with her passive.
Malphite
Hard shove him under tower, you can get refillable after basing to help negate his Q poke damage while shoving.
Nasus
Don't push the wave and zone him from cs, let it slowly push in then roam when he's under tower. Don't 1v1 him unless you have jungle assistance, his ult makes him tanky and he will run you down with his W.
Singed
Wait until both of your W stacks are on him before dashing in with Q or he can flip you and the second W will miss, Try to avoid his ult poison if he is running away with his ult on.
Dr. Mundo
Avoid his Q poke, you can look to all in if you have ignite up. Do not fight him 1v1 after 6 unless you can wait his ult out.
Kayle
Avoid Q and E poke early while looking for trades, try and get her to use her ult before yours so you can kill her easily once hers is over.
Maokai
look to trade early but don't trade after he gets HP or Armor items as he has high base Q damage and will trade harder, shove and roam after those items.
Trundle
Look to trade only if you can have a wall to escape afterwards or he can run you down early, if he uses his E you can use it to jump over and escape after your combo, DO NOT auto attack fight him unless you can kill.
Tahm Kench
Don't trade unless he uses Q, play in the minions so he can't hit you with Q. Watch out for his W, If he tries to W on you; Try to dodge it as well as follow up Q. Look to trade after as you should win.
Elise
My favorite Jungler to play with as Talon, she offers good chase and AP burst to combine with your chase and AD burst.
Shaco
Specifically AP Shaco is good with Talon as 2 assassins with split damage can make it hard to build against one or the other.
Karthus
Karthus can offer very good aoe Damage and make it hard to keep track of your engage when they are dodging Karthus Q's.
Fiddlesticks
If Fiddlesticks can land a ult on the enemy team while you engage, the mixture of damage will shred through there hp very quickly in fights. He can also lock down a target for you to jump on easily in early skirmishes.
Lee Sin
Lee sin can move around the map and pressure in fights along with Talon and secure a strong early lead together.
Nunu & Willump
Nunu can easily secure Grubs and Dragons with Talon's early lane priority and map pressure tendencies.
Amumu
Amumu can lock down multiple targets for you to jump on and takedown together in teamfights.
Rek'Sai
Rek'Sai can pressure early and can take down targets with Talon early and help secure a lead.
Diana
Diana's AP engage can be a good mixture of damage shred when Talon and Diana engage together in a team fight.
Evelynn
Evelynn can be good if Talon and Evelynn both jump on a single squishy target as they can't withstand the mixture of damage burst.

Hello, My IGN is Mrgrgr#NA, I picked up Talon sometime in Season 8/9. This is a guide I mostly made for myself to referance and update later on, I would only play Talon in the Top Lane at your own risk.
Talon in Top Lane requires lots of match-up knowlage and early team coordination to be effective, you won't be able to create as much impact on the map in Top Lane compared to Mid Lane in the early game. It's also much more punishing if you get behind in Top Lane compared to Mid Lane.
Although being Top lane as Talon can always open up Mid to play a mage to guarantee mixed damage in the teams composition. Also Talon can usually always get early priority of Grubs and skirmishes with his early shove and roam speed. Talon in Top Lane can also create immense map pressure in mid to late game since your Mid Laner can take the role of being present for objective fights.
As the Top laner you can choose to permentently be on the map and push in lanes and not roam to the fights everytime, this way you don't leave your team in a 3v4 while you pressure sides until you either roam to the fight or your Top Laner teleports to the fight.
If anyone does end up playing Talon in the Top Lane and stubbles upon this guide. I hope it helps. I gained a lot of knowlage from a guide made by Fwii. Fwii consistantly got challanger playing Talon before they stopped playing.
