Introduction
My name is Hotrod08(NA), and I am a Diamond IV Support player coming out of Season 7. Taric was the champion that got me almost single handily got me out of Diamond V (elo hell in high ranks) into Diamond IV.
Taric has been a great pick for me ever since I learned how to play him, and I hope you enjoy playing him too. Below I will cover the goal of the build, the reasons for the rune build, and an explanation on each item chosen.

Our goal with this build is to provide Taric an extra ability to chase down enemy champions, peel for your own carries, allow you to spam your abilities with extra mana, provide some sustain in-lane, and give Taric some extra mobility.
How this build works is by using Taric's passive, Bravado. Whenever you use an ability, it lets Taric use 2 fast auto-attacks that both do damage, reduce the cooldowns of his other abilities, and adds a charge of Starlight's Touch (his Q, healing ability). Combining this with Starlight's Touch active ability, which heals you and your allies, it will let you have an infinite loop of free healing as long as you have the mana available.
This is where the magic begins, and this is why we build extra mana on Taric.

Primary Path: Inspiration
-Glacial Augment: Allows extra ability to peel for allies, as well as chase down enemy champions.
-Biscuit Delivery: Extra sustain in lane, extra mana added to your mana pool after use or selling.
-Magical Footwear: Free boots @10m, extra speed once obtained.
-Approach Velocity: Allows to catch up to allies easier or get to your target you stunned faster.
Secondary Path: Precision
-Presence of Mind: Free spamming of abilities every level-up and takedown (kill/assist) for the next 5 seconds.
-Legend: Tenacity: Taric is immobile, the tenacity is useful to get around the map and not get caught out.
-Glacial Augment: Allows extra ability to peel for allies, as well as chase down enemy champions.
-Biscuit Delivery: Extra sustain in lane, extra mana added to your mana pool after use or selling.
-Magical Footwear: Free boots @10m, extra speed once obtained.

-I like to start with coin, as you can get more money throughout the game than going shield, and the mana coins you can get through it helps a lot through the laning phase.
First Back:
-Upgrade your coin into Nomad's Medallion for the extra money income, get a Sapphire Crystal for allowing you to spam abilities within lane, finally get a control ward to get better vision.
Core Build:
-Righteous Glory: Gives you good durability early game, mana, and the ability to chase down enemy champions or provide a slow as extra peel.
-Ruby Sightstone: Good amount of health as well as wards.
-Locket of the Iron Solari: Extra durability as well as a shield to nearby allies that scales with your extra health from Righteous Glory and Ruby Sightstone.
Situational After Core:
-Gargoyle Stoneplate: General tankiness stats.
-Iceborn Gauntlet: If you are carrying as Taric and need more damage/chase on team.
-Knight's Vow: If you have an ADC that is carrying hard.
-Ardent Censor: Multiple auto-attack users on team.
-Talisman of Ascension: Upgrade when your team needs further initiation or as your last item upgrade.
