Honestly, I do not know, no matter what set-up I use, the lane is really hard. He outranges you from the get-go and can farm from 5 screens away. Any trade back is nulled or lost by his hammer knock-back (if only this was an empowerd autoattack)
Your best bet is still SUSTAIN.
Dont ever fight him if he still has all abilities up and poke while he is in hammer-form. Dont let him range-Q you and the wave at the same time. If possoble stand next to the wall when he knocks you, as it shortens the distance with no punishment for being next to the wall like f.e. Vayne.
The only saving grace is, that you outscale him quite hard.
Strat:
Fight early as much as you can. After two items she either clears the wave in 1 second as AD, or snipes you with 2 Ws as AP.
She does a lot of missing health damage, so make sure to be aggrressive, while your health is topped up.

Try to cheese her early, fight as much as you can. Once she hits 11, you can only try and farm.
NASHOR to build or extend a lead.
Dont worry about her W, its as useless as yours level 1.
Overall averages out to an even match-up, even though it has a downwards trend post 6.

Hide in the wave from his Q. This also works to greatly reduce dismounted Kleds QQ damage.
Dont make Kled dismount with Q / use it right before. The beating you will get from his W, that you cant blind, will basically remount him, while leaving you battered and bruised.
As soon as you hear his ult back away from his tower and or recall under yours.

It doesnt matter how many stacks he has, when he is blinded. Nasus late and very late game is quite overrated, as he can only Q and W one peron at a time. He is also one of the worst split-pushers as he has to slow down his clear to get every minion with a Q.

Careful not to get run down level 1, as its quite hard to proc PR.
If he ults, your Q and R are useless, which is why he is a hard match-up statistically.
I promise you, PR + SWIFTIES and GHOST for GHOST turns him from hydrogen-bomb to caughing baby. So if nothing else, take this guides advice serious for this match-up.

You cant hide in the wave, because he can E infinitly i guess.
You cant stand back because his Q3 is huge.
You cant build HP, because he rushes BORK
You cant build armor, cause his R shreds it
He feels like a lab-grown counter to my play-style, I dont ban him, as he is not popular in top and is only ever really picked into Teemo as a counter. When the Jungler is unclear for the enemy, you wont see him nearly as much as counter ( I bring out the Malphite if I ever see this thing blinded).
The only thing to do is wait, get xp, outscale and dont die, as he snowballs way too hard for you to contain.
Maybe build MALIGNANCE first so you can at least farm a little bit, while somewhat safe
RANDUINS is one of the few counters you can build into him later.
Strat:
Only Play agressive, when he doesnt have E. You can force it out often, when he being bullied off the wave.
Back off when he tries to hit his Q3.
Farm calmly.
If you fall behind a bit, stop trying to fight him and just farm.
Strat:
As long as you dodge his cage and e, you should be fine.
Ghouls will proc you SECOND WIND and give you stacks for ABSORB LIFE and OVERGROWTH.
Post 6 you will be shoved under tower in by his maiden. Worth to sac a few minions, if you can kill her. Yorick falls of quite hard if he ever has to join a team-fight.

As Teemo is his best counter, you will see Teemo banned more often than the Match-Up itself. (Anyone with range works, I go back to old reliable Malphite)
But if you face him as Teemo rush O2 with NASHOR.
A base-level of difficulty and annoyance is given, as he is still a 2025 creation, even if the Match-Up is free.
Strat:
Rush O2 and NASHORS. Keeep the heal-cut on him, as one rotation of his can quickly make 4 blobs to heal him. He will most likely rush SPIRIT VISAGE.
Dont get baited by him if his passive is up.
Dodge his Q, or blind his auto after to deny the pull for you or a team-mate. Even match-up as his all-in can one-shot you, even if he builds full tank. If he goes full ap and you play the same as you would vs tank Zac, more of a 3/10
Strat:
HP and ARMOR are mandatory. Its fine to slow down your scaling by dropping cs, if it means he does not snowball.
Go LIANDRY into ZHONYAS. If he ever hits something just back off.
It started with me going DORANS SHIELD into Malphite and GP, as it is legit the best choice there. Then I tried D-SHIELD it other Match-Ups, because minions kept hitting me, way longer than they should, whenever they wanted. (not cope I swear).
Soon after I only took D-SHIELD always.
I started going TP/GHOST along side D-SHIELD, as I never really liked IGNITE, just for the tempo alone, you lose by being down a TP (in Season 16 I will still not go IGNITE and will just take GHOST, with a free TP, or stick with my empowered TP -- we shall see)
I also always loved OVERGROWTH and HP in general on Teemo (I am that person who builds HEARTSTEEL on everyone possible in ARAM). Those extra HP synergies perfectly with tankier items, which I pick on a regular.
I have also lost the ability to play Teemo "normaly". I rely on the sustain and do not have the aggressive play-style to back up full damage set-ups anymore. That is why I dont ever go a full damage rune set-up with DH or ELECTRECUTE, even if those are perfectly viable on Teemo in the right situation.
Why does it work?
Teemo is already quite "tanky" against skill-shots as your model is small and you are nimble (Why not help that even more?). You can blind auto-attacks, which are a huge source of damage for many champs. Going more into sustain is the right choice anyway. into champs that out-range and poke you.
Teemo is unique, as you can max your base damage on your poke/dot at level 9 already.
Many champs like Darius, Twitch, Mordekaiser etc. have to wait until level 18 instead.
So putting resources into HP/sustain and mobility early doesnt gut your damage in the long run.
Also your Q will always blind the same, your W will always be the same speed and your R will always slow the same. Teemos utility is not reliant on you being aahead or AP heavy.
Add to it all, that Teemo is one of the best scalers, and you will be in good hands.
Teemo has a set-up, be it Runes or Items, to beat (almost) anyone.
Who to ban?
I like to look at it like a 3d coordinate System of:
Frequency - How often do you see this champ Annoyance - How Annoying is the Champ/Lane Difficulty - How hard is the Match-Up
Scored out of 10
If they score high on average they are a good ban. No need to ban a hard Match-Up, if you rarely see them top. No need to ban a common Match-Up just cause if its annoying. No need to ban an annoying Match-Up if its easy.
I mostly ignore the real stats, as they dont reflect my Builds/Runes/Playstyle and personal opinion.
The frequencies might be very differnet for you, but I always take first-pick if my team wants to swap, so some champs are more/less common for me than they might otherwise be.
