The lane Phase
The thing that makes Jarvan IV top good in the lane is the poke, your plan is to not all win with your E + Q combo, your plan is to poke with Q, use your W to slow them, and hit 1 single alto, Jarvan's passive + Grasp + shield bash is super stron early game, sinse you have an shield, you will win most short exchanges
Use your E + Q to clean wave, along side your ironspike wip/goredrinker, you have a very good clear wave
Your R is an free kill agains champions that can't leave it without flash, time the flash, and ask your jungle to kill him, remember that you ultimate deals TONS of damege

The game
After lane phase, you will play like a normal Jarvan IV, but you will focus on farm and fights, you have TP, and a good clear wave, so you can side no problem, your engage is strong, focus the player that can't leave Jarvan's ultimate, hit your combo and you are making your job
