Ezreal is a weak champion early game. He'll be trying to farm under his turret, so you can easily poke him with ur Q or 4th basic attack, at level 2 you can easily engage him if ur supports gets the stun and you hit ur W. Watch out for his E, he can easily dodge ur W and ur Curtain Call. Other than that, try to out-farm him.
Soraka
This is a really good Jhin counter, when Soraka heals she uses her health, try to dodge her Qs and poke her as hard as she wont be able to heal her adc and beat both of them. She can easily cancel your ult with her silence.
Kog'Maw
Kog'maw is a really strong late game ADC, but early he s really squishy and needs his support to protect him. Due to his low mobility u can easily stun him and beat him with your ultimate.
Lucian
Lucian is the best ADC in this meta, he s not so easy to beat with Jhin but surely you can. He ll need a strong support early game, so try to set up him to use his E then all in him with ur support. If he's out of the game for a while and he loses XP, he'll be forced to stay under turret to farm and you'll take advantage of that.
Jinx
Jinx is a really annoying champion who can easily poke you, early game and late game. Jhin is not so good at escaping so that makes him vulnerable to her E. Try to doge her E W and farm as good as you can and late game you might have a chance to beat her if She's not fed.
Lulu
In my opinion Lulu is the strongest support now, she can poke you so hard and slow you. She is also a defense champion and she can shield her ADC really good. There's just no counter-play to Lulu. She can also counter your ult with hers. Try to poke her hard with ur 4th basic if u see she uses her shield on an ally.
Jhin
Better Jhin wins.
Sona
Such a good champion to play against Jhin, she has a high poke potential, and she can shield her allies from your Q, Ult and 4th basic. Do your best on the lane, farm, because when it comes to team fights, she s not that great.
Morgana
Due to Jhins' low mobility without boots, early game it will be a struggle to play against a morgana. She can easily poke you with her Q even though her ADC wont engage you. Her poke potential is really high and you should doge her Q's. Outside the lane she's quite weak if she doesn't flash ult in all of your team.
Thresh
Same as Morgana. High poke potential champion, annoying you with his Q E, a good engager and disengager.
Vayne
On lane, you can easily beat Vayne, she s a bad early game ADC. My opinion on Vayne match-ups is to farm, and poke her, engage with ur support at level 2 and you'll be easily taking her out. Late-game, vayne will be a hard carry for her team due to her W and attack speed.
Caitlyn
Biggest bully i've ever played against on lane. She can easily poke you down and force one of your potions.You wont be doing much in lane as she'll always get the first/last auto on you usually resulting in a won trade for her. Farm up as much as possible and do your best to avoid traps/nets as she'll hit you with a passive shot dealing a tonne of damage.
Ashe
Really strong early game and late game champion, she can easily poke you with her W early game. Mid game she can engage really good with her ultimate so watch out for those.
Varus
As every other adc on this list, Varus is a high poke champion, he can easily engage with his Ult. Focus on farming early and do your best late game, if he goes full attack speed you might have a high chance to beat him.
Kalista
I think kalista is the worst match-up for Jhin, her free movement speed makes her dodge ur abilities really easy. She can counter your ult by throwing his support in you and knock you up. She is a hard bully on lane with her E and Q so watch out for basic attacks coming from her. Mid game you ll be somehow able to beat her in a 1v1 if you out farm her early game.
Braum
One hell of a support. There's just no counterplay this his shield. Jhin needs to see her target alone to do something against her. Well if braum is there, he can easily block every attack of yours, protect his ADC and at the same time poke you really hard with his Q. Also watch out for his engages with his ult, you might not expect one.
Leona
Leona is a really bad match-up for Jhin, you might be able to dodge one of her abilities, but she can stun u with almost every one of her abilities.She's a brutal tank that can keep you locked up for about 3 seconds all whilst boosting the damage of her ADC thanks to her passive. Dodging her E is a priority at all costs unless she decides to kill herself with a bad tower dive.
Zyra
Zyra is a real threat to jhin. Jhin's low mobility makes Zyra a hard counter for him, she can easily get her stun on you, poke you really hard and when she ult she cancels everything you have. I personally hate playing against a Zyra.
Draven
Despite Jhin's high poke potential with his 4th basic, here's Draven. A real threat to Jhin. He has a really high pressure on lane, he can easily poke you down and out-trade with you. He has no problem in going in as he's a very aggressive champion.That is lategame you out damage him thanks to your range and general scaling, and the fact Draven is HARD to play.
Blitzcrank
Jhin's highest enemy. He can either be the best blitz in the world, or the worst. If he's the best you can go afk. Jhin's low mobility makes Blitz hook you really easy and if not come to you with his W and E you so after he can Q you. He ll CC you very hard and you cant do anything else than using your flash.Play it safe and keep the bush he sits in lit up with wards and traps. Midgame, be wary of walking up to kill towers/harass people as his W + tier 2 boots if a lot of movement speed that most champions without a dash/blink cant deal with.

You're wondering now, why would we read something that a gold player writes when we can read other posts from higher ranks. Well, I've been playing this champion for some time. And I know what to say and what to do with him.

Pros/Cons
JhinJhin is a really good pick even for the early game and for the late game. Thanks to his passive Whisper and a solid mid game thanks to his high dmg coming from his ult and CC coming from his W. However, he's one of the most immobile champions in the game and has no way to protect himself outside of well laid traps. A champion that can be picked up and played by most players, with a skill ceiling so high it's hard to see.
Maxing R > Q > W > E is the best all around ability build for Jhin. The Q has an increased AD ratio per level and it's his best harass/wave-clear tool. W is great to max after Q due to its immesnse CC potential that can catch out a foe who's taken even a smidge of poke, landing it into an ultimate can secure many-a kill. Last is the Traps, the damage is too unreliable to be maxed any sooner and are more of a free vision tool than a damage dealer unless they chain in teamfights. Ultimate is ultimate and should be levelled whenever possible.
