Why Play Poppy?
Poppy is my favorite champion in the game. Her kit gets better with every new champion released, due to her ability to counter dash based champions. She has a very flexible build path, being able to build tank, bruiser, or lethality depending on the game state, and she has a surprising amount of damage even when underleveled.

She may not be as flashy as Rakan or Riven, but she grants you a level of consistency absent in most other champions, and she makes every game feel like a puzzle for you to solve. A lot of her skill expression comes from positioning, itemization, holding / baiting abilities, and general game knowledge. If you aren't roaming, playing around vision, or analyzing your and your opponents' positioning, poppy may not be the champion for you.

3.) Doing comical amounts of damage as support
4.) Denying enemy vision
5.) Nearly solo carrying games

Rune Pages
Hail of Blades is Poppy's most versatile rune page, it gives her strong laning power, one of the strongest level 1s as a support, can be used in the tank or lethality build, and scales well into the rest of the game. Additionally, it causes her buckler to land faster due to the increased attack speed, which can allow you to clutch up a fight on low HP.
Aftershock is great into heavy dive comps where you need to keep your adc or another squishy team member safe, or in the scenario that you are your team's primary frontline. Your E and R will always proc it, and your W will proc it only upon stopping a dash. Aftershock synergizes with Poppy's W passive very well, as both scale off of and grant bonus resistances, and will make Poppy insanely tanky with little gold investment.
Only go this if you are for sure going to go lethality, and if you do not need the level 1 strength. This keystone will outdamage hail of blades after about 1 item, but be sure to soak up more experience than normal, as the damage scales with your level. This is very good into champions who you want to stun - auto - q, then run away with W.
This is a greedy rune page, but it has similar pros to Hail of Blades, as it also allows Poppy to go tank or lethality, but on top of that, it has a higher damage potential, and excels into comps that are very skirmish heavy, or in lanes in which you will be fighting and trading a lot.
EXPERIMENTAL: This rune page seems to be good into lanes that are very favored for you, and in games where you want to build tanky and scale. This rune allows you to always have powerful summoner spells up for every fight, lets you smite objectives, tp for a gank or to win a late game fight, and is overall very powerful, but also very backloaded in terms of power.
Support Items
All supports start with a World Atlas in their inventory. This item will grant 15 gold for last hitting any minion (Melee champs execute under 50% hp and Ranged champs execute under 30%) and either 22 gold (melee) or 20 gold (ranged) for hitting a champion or structure with attack or ability. You regain a charge of this every 20 seconds, up to a maximum of 3 charges, with the first charge being granted at 1:05. Whenever you execute a minion, your ally receives full gold for it.

After finishing the first quest at 400 gold the World Atlas will upgrade into Runic Compass. This item will hold up to 3 Stealth Wards at a time, and will restock everytime you base. The Runic Compass will also generate stacks every 20 seconds but differs in the amount of gold you recieve. Executing a minion grants you 20 gold and attacking or using an ability on a champion or structure will grant 24 gold (melee) and 22 gold (ranged).

When finishing the second quest at 800 gold your Runic Compass upgrades into a Bounty of Worlds. It will hold up to 4 Stealth Wards, and you get to choose 1 of 5 upgrades for you support item. Additionally, Control Wards become 40 gold, and are stored in the role quest slot. Below are the best choices for Poppy:
Bloodsong is the best in slot support item for poppy, it grants her a sheen effect which deals bonus damage equal to 100% of her base AD, and causes whoever she hits with the sheen auto to take 8% increased damage for the next 4 seconds. This effect has a 1.5 second cooldown. This allows Poppy, with both her tank and lethality builds, to do absurd amounts of damage for a support, and helps her set up kills for her team.
Solstice Sleigh is good in situations where you're taking Aftershock, and you have a hypercarry that you need to keep alive at all costs, in all other situations bloodsong mogs this item to death.
Celestial Opposition is good in games where you are genuinely your team's only frontline, and the enemy team has no poke. In which case go this, go aftershock and full tank, and pray you don't get comp diffed.
