Tanks are also typically good to pick into, since they can't really burst and Braum can DPS surprisingly well.
Bruisers, however, are a large threat. Champions like Garen and Darius specifically are very difficult matchups since they both can burst much faster than Braum can DPS, and his survivability tools are basically useless.
I'm not exactly sure if I'm interpreting your question correctly but here goes: The build only works in certain situations. It can be near impossible to pull off if your team doesn't consist of a lot of carries, so I'm not incredibly confident that Braum can always be played exclusively toplane.
