You can be five kills and two levels ahead of nocturne and you will still lose a 1v1. The problem is he can just walk into your jungle and catch up with his shadow trail then spell shield your stun and after that his Q is back up so your R isn't enough to escape. If he is in the game your team needs to be very fast to aid you.
Camille
In order to survive an attack from Camille you must carefully plan out your stuns and escape strategy while dodging her E. You do not win the 1v1 and she can easily run from many 2v1s. Though this threat generally only comes from toplane Camille, I am still including it because she roams easily and quickly.
Fiddlesticks
If you fight fiddle in a 1v1 you will probably win but you have to be very careful and have a lot of vision because if his ult fears you then you will probably die.
Gragas
Gragas will throw you away and bully you, thankfully you can run away from him way more easily than nocturne but it's still very very hard due to his dash which will send you airborne.
Hecarim
If he wants to 1v1 you then he is 1v1ing you. you only have a chocie in this if you have flash and/or a nearby tower and teammates. it's hard to win this fight, but it's also hard to actually die so it's not super scary.
Karthus
He's only a problem because of his R. You may get fairly low from a lot of ganks and karthus can, therefore clean you up. If you fight him 1v1 he will lose very fast.
Lillia
Really easy 1v1 win for you if she has no ult. However if she has ult or you miss your stun you are screwed, she will stack her passive and kite you to death, and, unlike normal amumu, you aren't tanky enough to deal with it
Nunu & Willump
Scary if you're trying to run because of his E and W. However it becomes difficult to collect and objectives unless he's dead due to his Q smite combo.
Olaf
Very dangerous. His R basically shuts your offense down and his Q can top your escape. then best way to run from him is to keep some camps up on your side so you can Q to them. Be careful not to overextend. Once his ult is down he's not quite as scary but i would recommend having a teammates assistance to fight him.
Kayn
He may try and steal your camps early. However, you win this fight, stay warded up and shut him down on every invade you see.
Sett
Just don't test your luck and go near him. If you do this alone, you will regret it.
Skarner
Without good vision the existance of this jungler makes tower dives a no go due to his R.
Aatrox
His light CC and your good CC complement each other into a nice combo that should allow for some good ganks.
Alistar
His extra CC will allow you to kill the enemy in a decent amount of time.
Ashe
A passive slow and stunning R on a good damage champ is always very nice for a jungler to gank with
Blitzcrank
You stun them, he pulls them closer to tower, he airbornes them, you root them, he pulls them even closer to tower. It's a very nice hard CC combo, you just need to wait till the enemy minion wave thins a bit.
Camille
Her E gives you great chase potential that you wouldn't normally have, and her high damage means you won't normally need either of you to use your ultimates and you will almost never blow both for a kill.
Darius
His E W combo sets you two up for a kill almost every time, though it can often blow his ghost.
Diana
She can dash to a group of enemies in the ARAM phase of the game and press R. When she does this immediately press Q and then R.
Galio
Galio can support with decent damage and take some agro off you while you fight.
Illaoi
If you two coordinate to gank when the enemy flash is down then a Q then R from you will back a full combo R from her and they'll die.
Irelia
if you Q she will guarantee her E and hopefully her R too. this should get her a kill but an Irelia R has a long cooldown and she often doesn't need your help.
Karthus
His R can help you out in close 1v1s that you'll often be in.
Katarina
Your Q R can support her E R very very well and should shut down everyone in the circle.
Kennen
The enemy will be perma stunned. The only problem is that Kennen may run out of energy for fighting slightly tankier opponents.
Leona
I have perviously said perma CC, but this is something else. With your Q having a decent cooldown, and her Q being up every 5 seconds, on top of her R being fast CD, they will NEVER move a step. No time to even flash. The only problem is Leona's damage is terrible so the fight could take long enough for backup to come.
Malzahar
Malzahar R is dumb the enemy will die without QSS.
Pyke
Not a perfect combo but worth mentioning as you have extra engage extra catchup and an execute that shared a lot of gold.
Riven
The game becomes CC hell for the enemy, it's actually sad the amount of CC and damage this puts out and both of you have good catchup so it is hard for the enemy to escape even with flash.
Sejuani
You stack her passive stuns so fast that it's unreal. The only downside being that she will probably need to use her R to initiate and you are both junglers so won't often work together.
Sett
He's the tank and damage output with a little bit of CC to keep the enemy there, and you are the CC letting him punch the enemy over and over until they die.
Sylas
With Sylas you take shifts taking agro and CCing the enemy. The goal is to kill but that's often not possible, tough you'll usually scare the enemy off.
Talon
No specific synergy but it's always nice to know your midlaner can jump over the walls to your aid in an instant.
Miss Fortune
Lock the enemy in her R and you should get a kill or two.
Yorick
his W is nice for locking down enemies that have learned to dodge and his damage will help you a lot in the fight.
Yone
Your Q or R sets up for an easy full combo that usually kills as Yone is very fair and balanced.
