Probably you forgotten the extra 1 point, because your Mastery Tree is 21/0/8 (At level 30 I suppose you would have 30 points).

Although I don't play Quinn much, but I'm pretty sure you don't need that much CDR. The recommended quints for ADC is the AD/Lifesteal/Attack Speed ones, and for glyphs you might want to take some Magic Resist (Since you're kinda squishy).

You also didn't explain why you chose the Masteries you picked other than saying she needs a lot of CDR. I suggest you reading this, a guide made by jhoijhoi on how to make a guide. Remember to credit her if you used her resources though ~

Overall, not a bad guide but it could have been better :)

No the recommendations you make are plain bad!
Let me give you feedback about what's the best options!

Runes:
The Standard ADC rune page consists of Greater Mark of Attack Damage, Greater Seal of Armor or Greater Seal of Health or a combination of these two, Greater Glyph of Magic Resist or Greater Glyph of Scaling Magic Resist and 2 Greater Quintessence of Life Steal or 2 Greater Quintessence of Attack Speed and 1 Greater Quintessence of Attack Damage.
This rune page provides you with the neccessary damage output for trading and last hitting and durability in trades.

Masteries:
The offense tree is more or less ok. I would swap Sorcery for Fury and Dangerous Game for Frenzy . Then you'd better put your rest 8(and not 8 like you did) points in defense or go 21/2/7.

Items:
The build is just sup-obtimal or even unviable. Quinn has great AD scalings and natural burst and you want to take advantage of it. Your first core item should be Bloodthirster followed up by Statikk Shiv or alternatively Phantom Dancer. Then you should purchase Last Whisper for the armor penetration. Afterwards you must buy a defensive item like Guardian Angel or Banshee's Veil or Mercurial Scimitar. Finish off with Infinity Edge. Boots Berserker's Greaves of course. Items like Black Cleaver are simply unviable on dps carries, while Blade of the Ruined King and Trinity Force are purely sup-optimal or situational.

Also Quinn shouldn't be played as a jungler. The alternative for her is to go top lane, where her blind allows her duel with AA reliant champions like Jax, Irelia, Tryndamere or even Trundle. In this case she should be built either normally as adc or as a bruiser.
Jungle Quinn has very low sustain in the jungle and is prone to counter jungling. Not to mention that she probably can't fight with the most current popular jungle picks.
