This is a contest of skill. Generally you want to seek an engage after he's used his wind wall.
If you want to force an engage anyways, I recommend starting with your usual combo, then when he throws up his wind wall, you ult to make some time for your CD to comeback. Then you can finish him off.
Ideally, you want to fight him away from minions, so he can't run around and get his Q going.
Lux
She's annoying for her range. But she's as good as dead if she misses her Q. If you have room to go for it, ult first and then land your combo. She'll probably flash out or die.
LeBlanc
Avoid her early level 2-3 burst since you have no magic resist. If she takes your w pokes she'll be an easy kill on level 2 or 6. She needs to click you to kill you, so with stealth it will be easy. She's also really squishy, so if you have her at 3/4 of health, you can kill her on level 2.
Nidalee
Asides from running, she can't keep up with you, just dodge her spears , once ignited her heals are useless - wait for level 6 and if you get a kill you'll have a huge advantage on her.
Veigar
You own him early, so he'll play safe, roam a lot if he doesn't push his lane, if he does punish him by killing him. You might want to get a QSS early to avoid his stuns.
Akali
It's a skill match-up. You do have the advantage on level 2, so aim for the early kill.
Orianna
Even though Ori is squishy, her shield can save her from your engages as well as using her ult on herself, leaving you open to pokes, slows and death. Once she gets Zhonya's you should focus another person. Once you're in late you can burst her without using your ult unless she has a really tanky build.
Anivia
Again, a skill match up but this time in her favor. Kill her early or she'll be a pain with her slows and stuns. Get the jungler to help you burst her egg, kill her afterwards before she gets the egg back.
Zed
Skill match. But with practice you can get the hang of zeds. If he ults, you ult and waste some time, then finish him off with your combo. If you ult first, you risk him W away - so be fast.
Brand
It's not impossible to beat brand, it's not easy either, he has the longest aa range after annie so he can poke you day and night, his stun is also easy to pull off thanks to his range. Better be safe and get help, or outscale him and kill him post level 6.
Fizz
This guy is beatable, but he's a pain, if he's really skilled you should play safe. His ult makes you visible in your ult, so you have to engage first which means he might just ult himself and kill you. His E also dodges your W, so if you engage first with E, see if he doesn't E automatically first. Once he has zhonya he's hard to kill.
If you see a Fizz farm with his E, kill him.
Mordekaiser
No, no, no, no, no.... Just don't, ask for a lane switch or play safe and get kills elsewhere. Even if you're more skilled than Kaiser, it will be hard to kill him.
Malphite
If he goes tank, you can't kill him. But he can kill you. You also can't run away from him, it's a horrible match up, if not the worst.
Twisted Fate
As easy as it gets, this is such a fail pick , you've been handed the lane. If he roams, push hard, once you get Tiamat that's an easy turret. He's also really squishy, so an easy kill.
If he builds ROA or other stuff to make himself tanky, he loses a lot of value to his team.
If he is more skilled than you, get a QSS and watch him cry.

Syndra
She can't land her skills fast enough to burst you, and she can't land her skills if she can't see you. Wait until 6 and kill her, or wait pre 6 to see if you can exhaust her mana and then... kill her.
The only inconvenience is her stun, but you can dodge that. Even better if you ult her and run on the side, she'll never hit her stun. With boots and ghostblade you can easy catch up.
Diana
A nasty match up, you can beat her pre 6. Her shield early is a pain and so is her slow because you'll be taking minion aggro and diana aggro. After 6 if you didn't burst her, you're dead.
Azir
He's as good as useless to his team, you beat him once you hit 6 and maybe level 2 if he didn't poke you too much. Late game you're a high mobility monster, so enjoy your win.
If he ults you, just E over his ult.
Fiddlesticks
You rarely see a mid fiddles, but his fear kills your whole engage. All he has to do is avoid your ignite and go ROA and zhonya's.
Unless you get caught in his crowstorm, you're good.
Cho'Gath
After Malphite and Mordekaiser, this guy is your next big counter. If you engage him he'll q himself and finish you off with W, R. He eventually gets so tanky you can't do anything about it.
But you're Talon, why bother with tanks?
Xerath
If you can get into his range he's dead, but that will rarely happen with a good xerath.
Cassiopeia
She's dangerous, she has a slow, a stun, and is fast and annoying. But you can still burst her, get some help early and you'll be fine.
Galio
He's tanky and deals damage, and if you engage he will ult. Not a nice lane.
Later on you probably won't be able to kill him due to his tankyness.
Karthus
It's not a hard lane, you push hard while avoiding his pokes and he'll eventually deplete his mana too fast. Or you play safe and burst him later. You have a better chance at this by using your ult often in order to pick up his rest 30s later and not die in his defile.
Vladimir
If he's good, you're screwed. Vlad can avoid a lot of damage wit his pool, although ignite and bleed does go through it. Later if he gets tankier you probably can't take him out.
The best you can do is land an early kill on him pre 6. Even when dominating, he'll catch up later, so it's not ideal for you.
Riven
She has a lot of cc, you can try to burst her if you've poked her down a bit, making her shield a bit less useful. Use your ult while she has her shield up and before she stuns you. Finish her off when you see her shield go away.
Stay away from her late.
Katarina
You can't stop her ult... So you shouldn't have picked Talon vs Kata. You can beat her early, but you can't beat her late unless your team works properly together to take her out and avoid her resets.
Lissandra
Another counter to Talon, but this one you can beat with some effort. Avoid her early poke, if she started ROA killing her will be harder after each level, but if she's going nuke, you still stand a chance. Keep in mind it's better to kill her before her ult.
Heimerdinger
Fairly easy, you do AOE damage, you can eventually clean up his turrets or use your ult to hide from pappa turret. He'll be dead before he can pull it out anyways.
Swain
You can't beat swain. Ask for a lane switch or ganks. It's even worse if he has teleport. He'll out exp and gold you.
You do have a chance of getting him pre 6. But that's about it. Snowball or die.
Kassadin
It's an even match almost in your favor i'd say - but he has a lot of escapes. Ignore him after you push the lane, go gank the other lanes.
Ahri
For some reason people think Ahri counters Talon; not true. Your ult CD is low, burst her, burn off her ult, wait for your next ult, kill her off.
The only annoying part about this match up is her perma escaping.
Vel'Koz
An easy pick. For Vel to land his skills requires a lot of effort, which for Talon a high mobility assassin makes an easy target.
Still, if you get caught, you might die fairly quickly. So it's also a bit of a skill match up.
Ziggs
Similar to lux, if he wastes his w, engage, since he can't peel off your E anymore. Be wary of his ult tho.
Teemo
You poke him with your W and he pokes you with his Q.
You can kill him fairly easy, since he's squishy and he can't Q you while you're using your ult.
Viktor
This should be relatively easy.
His stun takes too long to charge, you can kill him before his stun works in mid game.
Aatrox
This is a garbage match for you. Try to swap lanes or get an early gank. If you snowball a bit, you might be fine until he gets tankier.
Aurelion Sol
Easy match up. Nothing special to be noted about this.
Ekko
It's kinda of even, except that he has a slight advantage after level 6. Try to avoid his Q by side stepping it. You can punish him then.

Even match.

What you need to know about me: I love Talon, I've gotten so good that I actually reached pretty good stats, even when compared with Master and Grandmaster Talon Players.
For a while i had a smurf account where I only played Talon and as troll as it sounds, I got to gold II by SUPP/JUNG/TOP/ADC and normal mid-laner Talon. He's simply that good.
I'm not challenger or diamond, but I hardly lose a lane with Talon. Currently I have an 80% win rate with Talon. So you can take this guide pretty serious. Let's get this started then...

+ You can one shot everybody, even some off-tanks, but never full tanks or hyper tanks.
+ Stealth mode and Area of Effect damage is great for team fights
+ Good wave clear

+ You counter most AP carries

+ He's underrated, but can carry very hard, nobody will expect you

How to play Talon Early
How to play Talon Early
Your level 1-2 you can harass hard with your W. In many instances, you will be able to walk away with an early kill at level 2 or 3, depending on how daring your opponent is.
Another thing I like to do is ward the opponents Red Buff and try to get an early kill on the jungler, since at level 2 you are lethal, and the jungler won't have much health to begin with.
Depending on how mobile the other champ is, you can test him first with a W and then Q for the bleed. Usually you can kill the other champ if he's 3/4 of his health.
Make sure to stay near the edges, in case their jungler comes. You can just E away instead of burning your flash.
Moreover, once you reach level 6, be sure to always look for roaming opportunities. Talon has such a high mobility it's seriously unfair.
