Introduction
In this guide you will learn how to turn this:

Spells is obviously the most vital thing to one of these AP builds, when using Annie the best thing you can do is wait until you have your passive, Pyromania(stuns enemy at 4th spell), and using her W to stun a group of enemies than use her ult to do some mad splash damage, after that target the weakest of the group with her Q to kill him, if that doesn't kill him throw an ignite on him and you've pretty much got it. If there are any enemies left by then you should have your W and Q back so just repeat the process without the ult because your ult is in use. A good note is when Tibbers is out and you have high ap he will do a lot of damage to enemies just by standing around him so that can turn the tide of a 1v2 to your favor.
Going into more detail about her spells:
Pyromania

Pyromania is Annie's passive ability, it makes every 4th spell stun an enemy for 1.75 seconds. This is highly effective when trying to nuke down an enemy and gives headroom to land all of your spells and even an ignite without them getting away.
Disintegrate

Disintegrate is Annie's Q, a single-target spell, does a really high amount of damage and has a very low cooldown time(4 seconds). Disintegrate is very effective when used alongside with her W, incinerate, and can do very high amounts of splash damage to a single target. It does 85/125/165/205/245 (+70% AP) magic damage. Also if disintegrate kills its target it refunds the mana cost, making it a strong tool for farming.
Incinerate

As mentioned above Incinerate is best used along side her other spells. Incinerate is Annie's W and is an AoE spell in the shape of a cone doing 80/130/180/230/280 (+75% AP) magic damage without any AP and is highly effective at farming. Incinerate has a cooldown time of 8 seconds so that means for every 2 Disintegrate's used you get one Incinerate, so you can do a Q,W,Q combo in 4-5 seconds making it effective at doing large amounts of damage than getting away.
Molten Shield

Molten shield is Annie's E. Molten Shield is primarily a defensive spell granting: 20/30/40/50/60 Armor and Magic resist for 5 seconds. Molten Shield also does 20/30/40/50/60 (+20% AP) of magic damage to each enemy who uses a basic attack on her while the shield is up and has a cooldown of 10 seconds. This is a good thing to have when you are running away from enemies with low health and still want to do some damage to them. It is also good to have when you are in a team fight.
Summon Tibbers

Summon Tibbers is Annie's ultimate ability. Summon Tibbers throws Annie's stuffed bear and turns him into a massive living bear that is on fire, when Tibbers is first spawned he does 200/325/450 (+70% AP) AoE magic damage to all enemies within 290 range of where he was summoned. Tibbers will than walk around and kill enemies with his melee attacks doing 80/105/130 AD, Tibbers also does 35 (+20% AP) each second to enemies within 200 range of him, Tibbers health is 1200/2100/3000 with 30/50/70 armor and magic resist. Tibbers is best used in a combo with Annie's Q, W, and ignite with this it shouldn't be very hard to achieve an instant kill with full build.

In this section I will discuss the items and why they are important. Also, here you will find situational items for, well special situations.
Sorcerer's Shoes

Sorcerer's Shoes or any type of boots are important to any champ, in this case they grant +45 movement speed and +15 magic penetration
They will help you run away from enemies when in danger and in combat it will push a little more of that "Insane AP" through to your target.
Rod of Ages

The Rod of Ages is a very important item in your build because it gives you health, mana, and AP. The Rod of Ages gives +450 health, +450 mana, and +60 ability power. You should buy rod of ages first after your basic "boots of speed" and the 3 health pots. This will give you all around versatility for anything to come your way in mid-lane. The Rod of Ages also has the "Valor's Reward" passive restoring 150 health and 200 mana upon leveling up, it also has a unique passive: This item gains 20 health, 20 mana and 2 ability power every minute, up to 10 times. ALWAYS remember to never sell the Rod of Ages as it is a very important part of your build.
Rylai's Crystal Scepter

One word: Health. The main idea of buying Rylai's crystal Scepter is the health it gives, you get +500 health from this item. Rylai's Crystal Scepter also gives you +80 AP adding on to the "Insane AP" theme of this build. The Scepter also has a unique passive: Dealing spell damage slows the target's movement speed by 35% for 1.5 seconds (15% for multi-target and damage-over-time spells).. And remember to not sell this either, or you will be a squishy target for the enemies, and you don't want to be a weak target.
Rabadon's Deathcap

Rabadon's Deathcap is the signature part of this build. Rabadon's Deathcap is the item with the highest AP boost in the game, it's grants: +120 ability power with a passive that grants: +30% ability power.
Deathfire Grasp

Nothing like a ton of AP right? With the Deathfire Grasp you get +120 AP
and 10% cooldown reduction. The Deathfire Grasp also has an active ability: Deals 15% of target champion's maximum health in magic damage and applies the a debuff to the enemy that lowers their magic resist for a few seconds.
Void Staff

The reason you need the Void Staff is for the magic penetration passive you get, the passive grants: 35% magic penetration witch means when you cast a spell the spell will ignore 35% of the targets magic resist, making more of that lovely AP get to your target. The Void Staff also gives you +70 AD
In some situations this build guide just won't work very well. So here's you all some items that can prove usefull if the situation is changed.
Zhonya's Hourglass

Pesky bottom laners feeding the opposing AD Carry.. Here's you something to defend against the onslought of attack damage! Zhonya's is meant to be a replacement to Deathfire Grasp. Zhonya's Hourglass gives the same +120 AP that Deathfire Grasp gives, but, it also gives + 50 Armor to defend against high AD enemies.
Alacrity

Get Alacrity on your boots if you're not really worried about anything except for flat out movement speed. Alacrity gives you +15 Movement Speed.
Captain

Get Captain if you're carrying the team. The reason I say this is because, if you're carrying an an ally is in a bad situation they will most likely run to you, Captain is good for this situation cause it gives the ally +8 Movement Speed while walking toward you. It also gives +20 Movement Speed to all minions within range of you, giving you an advantage while pushing a tower.
Distortion

Great for mid game escapes. With Distortion, your Ghost, Flash, and Teleport will get +25% Cooldown Reduction. With this you'll be able to evade team fights at low hp more often with flash, an extremely useful asset when you are behind.
Homeguard

The importance of Homeguard late game when your inhibs and Nexus turrets are getting pushed cannot be stressed, it allows you to get to the problem a lot quicker than you'd typically be able to. Homeguard gives you +200% Movement Speed that decays over an eight second period, the speed is lost after entering combat.
