This champ is my permaban normally, and it probably should be yours.
I haven't fought many recently... sorry, I mean any. Yeah, I ban that many.
Some tips though. Keep your distance, and be sure to listen for the audio cue of him getting his tornado.
Other than that, if you ever see him pop up on the enemy team, you might want to just dodge.

Yeah sure, lock me down from like 1000 feet away. I don't give a ****.
Just dodge this one, no good ult, counters you in every way, and nearly guaranteed to lose no matter your skill level (I mean, if you were in diamond, but then you wouldn't be reading this guide...)
Akali
Despite her being dog**** right now, Akali is a bit of a tough one.
Hold your E1 to dodge her shurikens, and then look for a opening to put the hurt back onto her.
Try not to stand to close to the wave to avoid her kunais and look for when she steps up to punish with Q1 & 2.
And one last thing, try not to hook when she goes invis, you will usually miss. It's worth an attempt if its up and you've used E1 already, given it wouldn't put you in danger.
Ahri

When charm down, beat her up. EZ Game.
Although, it isn't always that simple. I would try to avoid stealing ult here, as it is better used as an escape, unless you know how to make it work (ie. you have Ahri experience) on the offensive.
Overall, just stay away from her abilities and then punish her missing them. Sylas does that very well.
Zoe
Just don't steal ult and try to keep in large areas where the minions prevent sleepy bubble.
Diana
I had her as 4, but since Diana is more widely played, she is a large threat to low elo, and is now a 5...
The ult is deceptively good. I recommend playing safe until you can get it. Only go for Melee creeps with your AA, use Q on the others and try to stay out of the wave from her Q.
You will want to steal her ult and hold it as a threat. A good Diana player will respect it and back off, allowing more lee-way in farming.
A bad Diana will dive into you with her E and suicide because you will pop your ult and pull her into turret, either killing her or forcing a back. Try to bait this out.
You will want to play the lane safe and snowball off a kill.
Zed
Ah, Zed. Pathetic.
Ok, maybe not so pathetic, because he actually is good in Iron or something? Are you there? Ok sure, I can help.
First thing is first, you play this matchup differently, you will want to all in him.
You wanna look at your minions and see which one he is going for, then land your Q as he approaches the minion, and put the blast behind him a little. Once you do that, press E1 quickly (unless you are low or enemy jg is nearby) and move in on him. He will back up into the explosion, and from there you decide if you wanna all in.
If he shadow warps or whatever, good. You have wave control now.
I'd usually want to get Hourglass into this and max W, so when he ults, you heal before you pop like a balloon. Stay near the stop where he ulted though, so he can't R2 away.
Talon
Talon isn't as bad as Yasuo or Le Blanc (because you can win) but he isn't as easy as Zed.
The number one rule of Talon that you may have heard before is the level 2 and 3 powerspikes. Talon is the first blood king and all of that.
Respect him during that time and farm safe. Do not step in the line of Rake, instead pick a position that would make Rake have less value (not in the minion wave but still able to Q the minions).
If you reach level 6 without dying, congrats, you have gotten out of the fire. But you aren't at victory just yet.
Talon will roam, and be sure to call missing every single time he is not on your screen. I'm not being over dramatic, this is what you have to do.
Overall, Talon has no easy weakness and he is a good ban if you feel like you can handle Yasuo.
Lux
Such an easy champ. Lux players in low elo don't know how to breathe.
This ironic matchup isn't tough if you can predict her choreographed Q's and stay out of the minions when she casts E. Play super aggressive when the enemy jungle isn't knocking at your door and you will have a free win...
Be sure to get TP into this matchup so you can roam after you stomp her and help your other lanes.
Xerath
This one is tough, and requires to rush boots, probably on first back.
Xerath will try to poke you constantly, so keep moving a lot.
The Q is the main contender for damage, and the others are usually followups.
Play aggressive after level 3 and secure an early kill to snowball, its honestly your only chance, unless you have a good jungle that you can ping.
This matchup is really tough, so bring ignite and be prepared for a wild ride.
Start Dorans, you will need it. Do the thing you do with Zed and harass with Q when she steps up for minions.
Once she is low, or she engages, since she is a ****ing rabid ***** who is out for blue blood, dash in (or out) and hit her in the face with E and violently unshackle your combo upon her.
After that is over, you probably will be dead, because Katarina... But, if you do it at a good time (like when your jungle is there, her's isn't), you can secure a single kill, and from there, push it in, back, buy items, and stay determined and focused at all times.
Ask yourself questions about what to do next and try to remember where the jungle is, as they help her a lot.
If you feed, however, the match is lost. But if you are down one kill, don't fret, or rotate, you can come back with smart play, think about what she is doing wrong and look for mistakes.
Try to not focus on CS while she is in the wave, as you will probably die. Try to poke her instead and then back up, because she usually will retaliate and you need to be quick about it.

These synergies are the recommended ults to look out for.
Aatrox
Somewhat useable in teamfights, actually have gotten multikills with this. Join in the fight late though.
Ahri
Unless you main Ahri and can use this well, I think its pretty garbage without practice.
Akali
Good single target engage and disengage. Amazing in early game for solo kills, falls off later.
Alistar
BAD BAD BAD... Steal this if you are going to die and want to save yourself. The CC remove is alright, but if it is bothering you, just get QSS.
Amumu
Press E and leap into a teamfight and instantly win if your team follows up. Always steal this one.
Anivia
It's ok, but it does drain the **** out of your mana bar, so have some in reserve. If there is a better teamfight ult to steal, use that one.
Annie
You would think Tibbers would be good, and you are right, but, like Ahri, it requires some practice. Try landing your E after summoning.
Aphelios
Decent. Fun fact, if you have stored passive stacks, it will apply that damage to anyone it hits. Try to finish with this.
Ashe
I think this is one of, if not my favorite ult to steal, even though I have never even played Ashe. Something about stunning an entire team from literally anywhere on the map is too good not to pass up.
Aurelion Sol
Better than you may think. Sylas has this thing where people sometimes get away from him with low health, and you have your E up and see another target there. Using this will net you both the kills.
As I said, more useful than you think. Also can peel.
Azir
Whack and block everyone with your chicken wall! Great for teamfights. Literally the only good point of fighting Azir mid.
Bard
Bard's ult is one of those super situational ults that you should only steal if you see a really good opportunity for one arising in your future (ie. Dragon, Baron, Large Teamfight).
Blitzcrank
Actually a good ult for if you get jumped on, I actually score some multikills with this sometimes.
Brand
It's actually not as useful as you think for teamfights, as the slow can't happen without the passive and the damage isn't super worth it for the risk since the range isn't too amazing.
In a 1v2 it can be useful, and has pulled through for me once or twice.
Braum
I never really use this one much. I hear its a good one though, safe bet.
Caitlyn
Cait mains will find this useful, others, pick something else.
Camille
Not super useful if its just you and an enemy, since your E does a better job, but catching an escaping target or locking someone down for your team to get a pick, this is a great ult that doesn't show up too much in low elo, but a great tool to use.

Cho'Gath
I'm putting this as ideal for one reason. If you lane against Cho, you can keep stealing it and procing his stacks and grow giant too!
If you didn't lane against the Cho, probably a 3 at worst, still a very good execute and basically free health permanently!

Darius
Its good for a quick steal on Darius to kill him, but if you have someone better, you wont get much out of it since you don't have his passive. This is one of the most disappointing parts of this champ.

Pretty decent in all parts of the game, but never really amazing unless used perfectly.
Dr. Mundo
DON'T STEAL THIS. You would need to build like Mundo and have a ton of health to use this at all. Bad bad bad ult.
Draven
What can I say, pretty good at catching an escaping enemy? Not much else.

Pretty strong if used well as a finisher. Only reason it isn't 5 is because you gotta listen to Eve lines until you steal another ultimate. A blessing or a curse depending on who you are.
Also a good escape tool.
