If they have at least 2 people that can dive i will pick her. Especially if the divers are top and jungle. Be Sure to read notes on skills masteries and runes!!

There are many things that can make or break a fight on illaoi. Main thing you want to watch for is the positioning of your tentacles in lane. ALWAYS BE AWARE OR WHERE THEY ARE!!!!! Personally I like to Position them just behind me so i can fall back into them if the enemy wants to come at me. especially early game. Notice where tentacles are. Those are about the areas you want them to be in.

when and if they come to kill them if you have a clear shot use your E on them from the other tentacle on the far side and force them to take damage for doing so.

If you dont have a clear path and you can see them running for it use your W to hit them causing the tentacle to slam onto them. if they continue to go for it glace at your passive to see if on cooldown. if not as soon as they kill the first on you passive will trigger the next to spawn. if this happens use E to pull thier soul then W into Q making sure to hit both the ghost and the champ if possible at same time with Q. The damage outpus on this is pretty intense and will casue most to second think doing it agian.

If i am agianst a champion that cant push well or cant last hit in tower well i will push the **** out of it after level 6. Yet Agian PAY ATTENTION TO WHERE YOU PLACE YOUR TENTACLES!!!! i cannot stress this enough. when pushing enemey into tower place tentacles like shown in the image
once you have your black cleaver you will more than likely be able to clear back wave with 1 Q and this grab thier sould and make them regret not banning illaoi. If jungler comes to gank and your decently ahead or for that matter at least even dont panic. Wait for jungler to start flanking coming at you or whoever is the more damage threat of the 2 and use your E on them. DO NOT MISS!!!!
If you hit your E wait till at least one of them are close enough u can ulti them and you ghost creating mor tentacles and pusnishing the **** out them maybe even killing 1 or both of them. Spam w when possible after ulti

Try to fight around tentacles. Grab a squishy if you can with your E. If not its ok your ulti is not picky. Try to wait till the enemey team commits to teamfight before ulti. you can also ulti flash mid animation. Takes practice but can be helpful going over small walls and such for the suprise.

In short Illaoi is very fun to play. She can 1v2 to 1v5 depending on how well you can manage your tentacles and your E. She can split push very well being a huge threat and normally needing at least 2 to deal with her. Dont be afraid to fight w/o ulti 1v1. Keeping W at level 1 early helps you not completly kill you mana pool when trading w/o ulti and leveling Q first maximizes you tentacle damage output. just always try to hit your E and try to make your Q hit the ghost and the champion and your damage will be crazy.
