After looking through their account, I found what they usually go for and decided to put it all together in one place for people to find. 100% of this build derives from that player.

So lets get started !
PROS
+ No one knows how to play against him because he's off meta.
+ One of the best invades because you start E.
+ Assassins are unable to one shot you because you're a tank.
+ You could go the AP build and oneshot carries all game.
+ A really good pick with a solid ADC duo to 1v9 games.
+ A fun champion to play and annoying to the other team.
CONS
- You're squishy without items at first.
- You do no damage which is hard to get used to at the start.
- You're more teammate reliant because you do no damage.
- If your teammate doesn't follow up on your E you're done.
- You're a free kill laning phase when your E is down.
- Once you fall behind it's incredibly hard to catch up.

Frequently Asked Questions

Veigar Support in general is an odd pick, considering he usually needs to farm minions with his Baleful Strike to get stacks. What's even more weird, is that it's a tank Veigar that doesn't even attempt to..
So of course I've been asked a lot of questions about why I've played it in my solo queue games.

Why Not Mid?


Well, Veigar's identity is a squishy immobile burst mage which means he is good against squishy mid laners that are not assassins that love immobile mages. Which mid laners fit that quota? Annie, Aurelion Sol, Corki, Xerath, Lux, Anivia and more. The problem is, they're rarely played. The influx of assassins and bruisers that can just stride and kill you have pushed these immobile mages out of lane essentially. In the bot lane, you can avoid these picks and you'll go against immobile squishies (usually) which is your strength.

Well, if You're Going to go Bottom, Why not Play for Damage?


It's hard to fit AP items into a support's budget. Also, your strength when playing AP comes from farming your stacks which is hard to do when you aren't able to CS minions. Being tanky provides utility and an AOE stun for your team.

Why not Play ADC Then?


I mean, they're both viable. It's up to you. Playing ADC opens you up to supports that don't listen and engage level 2-3 then flame and leave (True Story).
PASSIVE ABILITY
Phenomenal Evil Power
✦ Striking an enemy champion with an ability grants Veigar a stack of Phenomenal Evil. Takedowns grant an additional 5 stacks. Phenomenal gives Veigar 1 ability per stack

✦ This passive is what differentiates Veigar from other champions. This allows you to have around 200-400 AP late game despite building full tank. Unfortunately, the only way you'll be stacking this is by using your abilities on the enemies.

✦Cooldown: 7/6.5/6/5.5/5

✦Veigar unleashes a bolt of dark energy, dealing 80/120/160/200/240(+60% of ability power) magic damage to the first two enemies hit. For each target killed, Veigar gains 1 stack of Phenomenal Evil. This bonus is doubled if the target killed is a large minion or large monster.

✦ Because you can't use this ability to last hit minions, which is what it's usually used for, it's good to use it as poke (watch out for your mana though).
W
Dark Matter
✦ Range 900 Cost: 60/65/70/75/80 Cooldown: 8

✦After 1.2 seconds, dark matter falls from the sky to the target location, dealing 100/150/200/250/300 (+100% of ability power) magic damage.

✦Every 50 stacks of Phenomenal Evil lowers Dark Matter's cooldown by 10% (stacks multiplicatively with Cooldown Reduction).

✦ Look to hit this ability whenever you can. If you trap, aim it at the center of it unless the enemy is stunned. That way it'll force them to have to try to fit in between the W and trap edges without getting stunned which is highly unlikely. The greatest thing about this ability for tank Veigar is that it has a 100% ability power scaling which makes sure every amount of ability power you do have is used. Also, the cooldown lowers the longer the game goes which fits with the other low cooldown abilities you have.
E
Event Horizon
✦ Range: 700 Cost: 70/75/80/85/90 Cooldown: 18/16.5/15/13.5/12
After a 0.5 second delay, Veigar twists the edges of space around the target location for 3 seconds, stunning enemies who pass through the perimeter for 1.5/1.75/2/2.25/2.5 seconds.

✦ This ability is what defines Veigar and Veigar support. As long as this is off cooldown, you're a threat to any squishy person. Use that to your advantage. Always max E first or second because they'll more than likely build some type of tenacity and your trap increases the duration the more it's upgraded.

Primordial Burst
✦ Range: 650 Cost: 100 Cooldown: 120/90/60/60/60

✦ Blasts the target enemy champion with primal magic to between 175/250/325(+75% of ability power) and 350/500/650(+150% of ability power) magic damage, increasing based on the target's missing Health.

✦Damage is maximized against enemies below 33% Health.

✦ This used to be one of the most hated abilities. A point and click execution which can do around 1.5k damage late game as an AP Veigar mid. As a tank, it still does a ridiculous amount of damage and should be used to lower their health tremendously. The lower the health the better, but try to time it so they barely survive so your ADC or another carry can take the kill.

SUMMONER SPELLS
-
FLASH: Flash is an obvious summoner. First of all, Veigar is an immobile mage who is open to a wide variety of engages. Flash can be used both defensively and offensively and should be taken every game no matter what.
IGNITE: Because you're a tank, you're able to get closer than you normally would with a normal Veigar build which allows you to use it and Primordial Burst to secure kills. Also, it's really good against champions like Soraka and Janna; helps later on against champions like Katarina, Sylas.
Exhaust: If you're going against a really engage heavy duo botlane like Rell Tristana or someone else, it's way better to take exhaust because they're just going to jump onto your carry and kill them. Also, if they have assassins like Zed or Katarina this is a good take. The overall goal is to protect your ADC from danger and Exhaust helps do the job.

If Going Tank Veigar



RESOLVE
As a tank, you're obviously going to go the Resolve tree. When it comes to the Grasp of the Undying rune, Veigar's auto attack range is terrible and not as reliable, unlike Senna who can attack you from a mile away. Veigar is unreliable when it comes to consistently setting off the Aftershock rune. The only way you can do that is by having your trap hit which is unlikely to happen during laning phase. I'd only consider this if you're playing with an ADC that can force them into your wall like Vayne or Poppy (Please don't). Guardian is the only rune that works for Veigar.
As Veigar, your identity is more about picks and team fights than sieging towers and as a Tank support, you barely do any damage anyways. It's off of preference though. Veigar doesn't get a shield unless he uses the Locket of the Iron Solari active which is inconsistent. During team fights, you're more than likely going to hit multiple stuns which having Font of Life would help.
These three are off of preference and situational. If you're going against a lane that can easily take off Bone Plating and poke you hard, for example Varus and Brand, then you should switch to Second Wind. Conditioning is really nice if you don't see a reason to go either Bone Plating or Second Wind. Bone Plating is extremely nice into engage duos like Leona and Draven.
It's obvious that Revitalize isn't good on someone with zero healing or shielding abilities. The only shielding comes form Locket of the Iron Solari and the only healing comes from Font of Life. At the end of the day, Veigar is still an immobile champion that is easy to use crowd control on. This is why I personally believe Unflinching is the best rune for him and that is probably the reason why the person who's this guide is based off of uses as well.
Change the armor to magic if needed. Go double Shield if the support is an engage and go Shield/ Tenacity and Slow Resist if the support is a poke. Ability Haste is an important stat on Veigar in general and he benefits more on it than the other shards; Attack Speed is only used by a few Veigar mid players because it feels smoother and easier to CS with. We don't CS. Adaptive Force is useless on someone who gains 1 AP per ability hit on the enemy.
Veigar lacks sustain. Runes that help him with sustain are really convenient. Also, this pairs well with Time Warp Tonic. Make sure you always get Refillable Potion on your first back because more than likely you'll have run out or sold the biscuits.
This rune gives you sustain on top of a speed boost which is nice when you're a champion that likes picking off squishies and trapping enemies. Also, this pairs really nicely with [refillable potion]], Health Potion, and Biscuit Delivery.
CORE TANK Veigar

Bulwark of the Mountain

Ionian Boots of Lucidity

Locket of the Iron Solari
These items should be your core for every game. If the enemy bot lane are easy to auto attack safely, like Alistar, then you can switch Bulwark of the Mountain to Pauldrons of Whiterock. Going a tank support item fits with the tanky runes and playstyle you're going to be playing. Locket of the Iron Solari allows you to be even tankier and provide utility to the team. Later on this shields for a nice amount. Ionian Boots of Lucidity are just way too nice to take right now. It shortens your Flash and Ignite while also shortening your Locket of the Iron Solari and any other item you go, such as Gargoyle Stoneplate.
