Introduction
Poppy is a beast when it comes to handeling single targets. With a good build she can take down even the toughest of tanks. She needs the gold though! Diplomatic Immunity can be used extremely well to get out of sticky situations with Paragon of Demacia and is effective for starting team fights.
Masteries
Poppy is often considered a bit of a troll choice because she is so difficult to farm with. You probably want to compensate for that as much as possible when you build her.

Ignite Ignite is essential for Poppy since it stacks incredibly well with her Diplomatic Immunity!Why
FlashSome people would argue that
Ghost is more powerful but in my opinion the instant movement that Flash gives is supirior. ghost] is undoubtably better for chasing people if you dont manage to kill them after the use and stun of your [[heroic charge but that is why Frozen Mallet is on the item list and that is why you want a nicely upgrated Paragon of Demacia .
Items
Sheen and Trinity Force as fast as possible. The rest is personal preference. I like Frozen Mallet for picking up kills (no need for Ghost). philosopher's stone can be replaced by a Sunfire Aegis endgame (if you ever get that far o.O).
