Introduction
Before I begin there are a few things I should note:
This is not a blitz tank build.
This build focuses on becoming a very scary ad ganker.
You will be much more squishy than many other blitz builds out there.
Pros

Can isolate individual champs
Has the ability to pull enemies over terrain/walls
Huge amount of cc
Super fast movement speed
Very bursty

Not even close to fastest jungle
Requires lots of farm/assists to really wreck late game
Pull difficult to land at times
Crucial to have both buffs throughout most of the game
Requires good team synergy to be effective in ganking
Very susceptible to focus/cc
No great escape other than running cleverly

Ok so I know it's a little unprecedented to not use all the same type of rune but whatever I'm doing it anyway.
I take 3 Greater Mark of Attack Speed , 6 Greater Mark of Attack Damage , 10 Greater Seal of Armor , 5 Greater Glyph of Attack Speed , 4 Greater Glyph of Magic Resist , 2 Greater Quintessence of Desolation, and 1 Greater Quintessence of Movement Speed.
This is so that you can (more) quickly clear the jungle than if you focus solely on armor pen or attack speed. Additionally the armor/magic resist provide a little bit of extra defense for when you inevitably gank or teamfight.

Since the rework of masteries and jungle, I've tried this mastery set-up to provide more durability into jungling, allowing the jungle path safer and fairly effective.
I take 9/21/0 picking up extra dmg to minions, attk speed, and extra armor pen. This provides for faster jungling. The 21 in the defense tree allow you to get to a sufficient level while maintaining a fairly full health pool, allowing you to gank and not be super cautious about your current hp.

So start of with a Cloth Armor and 5 Health Potion which is pretty standard for most jungles out there.
