uni is doing alright, although it has started again so the stress is coming back to me. I will still get to the new items once preseasons is around, so if that was a concern of yours, no need to worry :p

While you would think that with my defensive nature I am a fan of locket, I actually dislike it. Dislike is propably a bad way of putting it, more "I don't feel like I have a ton of impact". However, I have built it from time to time (around 1/100 games) whenever I knew that we had plenty of damage but we needed just a bit more tankiness or the enemy had too much damage my team needed to survive just a bit more. Remember, assuming your supp item has been finished, you will give 5 armour and MR to your teammates.
As a mathematical example:
55/(100+55) = 35% damage reduction
60/(100+60) = 37,5% damage reduction.
68/168 = 40% damage reduction
The difference is "only" 2,5% up to 5% (in this particiular case), but remember those moments where the enemy survived with 1 HP? Yeah, that might happen. And let's not forget the shields.
I just prefer Evenshroud for the personal armour and MR stats (mythic passive) aswell as the damage increase as Liss can proc it very often.

I never EVER see a reason to build
The main reasons to build Frozen Heart:
Attack Speed slow
Need of mana
10 more Ability Haste (compared to RO)
(Last patch the lower cost and the Rock Solid base dmg reduction being 7 were, imo, some of the reasons when snowballing, but now these two are null and void)
What does
Same amount of armour
250 HP
Active reduces AD by 10% and crit damage by 20% of EVERY ENEMY hit by the active
If RO only had crit damage reduction on the active, I could see a very good reason for Frozen Heart over Randuin's Omen. But the AD reduction is too good to pass up.
Another reason why I disregard the mana on Frozen Heart: I've learned to conserve my mana on Lissandra supp very well to a point where cookies are the only mana pool increase I genuinely need. Spamming Q forces you to go OOM very quickly; being patient and maxing W avoids that issue, at least according to my experience.
So really, I never see a reason to build Frozen Heart over Randuin's... in this season. The massive nerf to Randuin's in the pre season drop it from the spot of the best armour item. In this case FH might be viable, we'll have to see.

one tiny thing I thought about when talking about
You provide bonus armour and MR to each ally.
To have some simple maths, I will say that you give up to 15 armour and 15 MR with Locket's maxed out mythic passive (iirc it's 13, but 15 is easier to do maths with).
This means that you give one
Now apply this to up to 4 teammates: That means that, in terms of monetary gain, you supply your team with up to 570g * 4 = 2280g simply by existing! Of course I have to mention that this is the upper limit and a bit skewed since I used 15 instead of 13 as a stat, but we can just say that we then give around 2100g towards our team.
And this didn't even factor in the shield which, excluding healing- and shielding power you might have, can block up to 330 * 5 = 1650 damage! So really,
I will still stick to
